Around 6,000 men and women work for the Norwegian Refugee Council. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.
NRC Afghanistan established operations in 2003, and currently maintains five area offices in Balkh, Hirat, Kabul, Kandahar, and Nangarhar, as well as field offices in hard-to-reach, displacement-affected provinces: Badghis, Faryab, Khost, Kunar, Kunduz, Nimroz, Sar-e Pul, and Uruzgan. NRC employs over 1,400 staff in Afghanistan, and works through direct implementation of programmes, to provide both emergency response and durable solutions for internally displaced Afghans, as well as returning Afghan refugees, and Waziristan refugees in southeastern Afghanistan.
The purpose of Admin officer – Facility is to implement delegated facility responsibility for Kabul support office. The Admin officer – Facility will focus on oversee the whole facility services for guest house and office compound. In order to make sure facility meet the need of staff in term of facility management, maintenance, premise rent, agreements and renovation.
Implement NRC’s HR/Admin – facility systems and procedures
Compliance with and adherence to NRC policies, guidance and handbooks and other requirements
Prepare and submit reports and analysis on HR/Admin
Overseeing Facilities Management for NRC support office
Ensure adherence to NRC policies and the national labour law in all processes and procedures
Responsible for ensuring quality support to project implementation
Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
Overseeing the overall maintenance of the office premises, facilities and equipment (physical work environment) and ensures that these are secure and efficiently utilized.
Properly supervising all auxiliary staffs, such as cleaners, cooks, gardeners, to do their tasks on time and efficiently.
Visit/monitor and oversee the daily routines of auxiliary staffs and offer inputs where appropriate.
Provides accurate and timely financial clearance of suppliers.
Ensure the hygiene and cleanness of office as well as guesthouses.
Coordinate with Finance Department to secure budgets for administrative expenses of NRC office.
Raising purchase requests for facility related issues and regularly follow-up with concern departments.
Ensure hygienic and healthy food is being provided to all national and international staff.
Managing kitchen expenses and income.
Providing utilities, stationaries and consumables to all NRC staff upon requirements.
Providing lunches, refreshments and stationaries to all NRC’s workshops or trainings.
Keep tracking administrative expenses of NRC Support Office.
Any other task assigned by line manager.
Generic professional competencies:
Experience from working as an Administration – facility in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Knowledge of the local languages Dari, Pashto
Context/ Specific skills, knowledge and experience:
A Bachelor’s degree or equivalent in Business Administration or related field.
A minimum of 3 years of progressive leadership experience in Admin positions in INGO.
Able to establish and maintain healthy working relationships with staff in course of work.
Medium proficiency in Microsoft Excel, Word, Outlook, and Internet Explorer.
Ability to lead and supervise supportive staffs.
Monthly Salary based on NRC Afghanistan Salary Scale.
Smart Phone with Top up Credit card with internet package on monthly basis.
NRC will cover staff plus four (4) depended for medical insurance.
One time Eid Bonus per year
Leave and Holidays accordingly Afghanistan Labour Law.
