About PIBBED/ASERD/MRRD:

The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.

The project will contribute significantly to increasing the access to thermal energy and electricity through a technology neutral approach, in 19,500 households in 194 rural communities in Afghanistan. This will result in increasing the access to electricity, clean cooking and heating options and will contribute to a tangible reduction in the pre-mature deaths of women and children due to indoor air pollution. The project will pilot seven innovative financing models which once successful will be mainstreamed. The project will also establish conducive policy and regulatory frameworks and capacity development of key stakeholders. It is envisaged that, the project will establish a sustainable rural energy supply approach which can be scaled up beyond the project period.

The ASERD program plans to establish sustainable rural energy services in 194 rural communities in 5 years, providing both electrical and thermal energy services. The efforts will bring sustainable energy to over 19,500 households providing health, economic and social benefits. Most significantly, the major contribution will be the establishment of delivery models that are technology neutral, leverage additional local and international resources, mobilize communities, engage the private sector and financiers to establish a self-sustaining delivery model. The program will also aim to establish the right frameworks for policy, regulation, environmental protection, quality and incentives and develop human and institutional capacities for these delivery models to continue to increase access to energy in Rural Afghanistan.

SCOPE OF WORK:

Under the supervision and guidance of the Provincial Manager, the purpose of this position is to maintain certain level of control environment at office and at district level. In addition, the post holder will be responsible to assists line manager in managing compliance issues, implement internal auditor recommendation, visit district office to build provincial key staff capacity. The position holder will also focus on agriculture management in line with Afghan agricultural law, work with provincial staff to bring improvements in system and processes as well as implement corrective actions plans. Bamboo holds the promise of the spawning of a host of new sector that are ecologically responsible while providing manufactured products for end user. Promoting enterprise development through bamboo and related similar products will provide grounds for income and employment generation in rural Afghanistan mainly in Kandahar and Kunar provinces. 

The Project Agriculture officer will be the focal point for implementation of the Bamboo based enterprise development, based in Nengarhar with frequent trips to the targeted locations in this province. Furthermore, the Project agriculture officer will closely work and liaise activities of this project provincial manager in the province. Further the project agriculture officer will undertake two assessments one in each targeted area to identify the potential targeting entrepreneurs and eligible beneficiaries for this project. Rapid market assessment will also be conducted to understand the market nature and potential and existing enterprise. During the Needs Assessment, the assessment team will attempt to identify the problem, then the causes of the problem, and then identifies an array of solutions to increase productivity, income, profitability and employment.

Job Description:

DUTIES AND RESPONSIBILITIES:

With the assistance of Provincial Project Manager, the agriculture officer will develop quarterly and monthly work plan and budget plans, including monthly monitoring plan.

He/she will conduct visits to district programmer site at 90 % time to field to observe and assess the performance of target beneficiaries’ and provide to them information and technical advice as required.
He/she will closely work with relevant project field staff and target farmers to implement the project activities and will send monthly progress report against the agreed objectives and outcomes.
Conduct need assessment survey in the district
Procure and distribution of the bamboo inputs, improved varieties
Conduct mobilization meetings with target farmers, and promote sustainability through farmer’s participation and involvement in all Agricultural activities.
Seek technical advice from the Provincial Project Manager in Agriculture related project activities and impart the knowledge and information to the target beneficiaries through training and demonstration on improved agriculture production.
Conduct regular visits to farmer’s fields, identify technical problems investigate causes, advise effective solutions to farmers and commercial growers to assure crop quality and low crop damage and ensure increased crop production levels. 
Provide information or recommendations to farmers or other landowners regarding ways in which they can best use land, promote bamboo growth, or avoid or correct problems such as erosion. 
Develop methods of conserving or managing soil that can be applied by farmers. 
Conduct experiments to develop new or improved varieties of field crops, focusing on characteristics such as yield, quality, disease resistance, nutritional value, or adaptation to specific soils or climates. 
Develop new or improved methods or products for controlling or eliminating weeds, crop diseases, or insect pests and identify or classify species of insects such as locust.
Document and share case studies, success stories and field visit reports as and when required.
Discussion with the community regarding extension of new methodology and introducing new varieties and techniques in the area bamboo production.  
He/she will delivery bamboo, orchard management and agro technique training to farmers.
He/she will carry out the post distribution and post harvesting survey in the field.
He /she will establish bamboo nursery in the target area.

Job Requirements:

Required Qualifications, Experience & Skills according to (NTA):

Bachelor degree in Social Science, agribusiness, agricultural economics or another relevant discipline with 4 years of experience in a similar position, providing financial and administrative support;
Experience with field monitoring, providing narratives to figures, technical data analysis and quantitative data;
Experience working with agricultural field in any National and International Organization, including multiple currencies and jurisdictions, and international donor reporting;

Possess at least a BSc degree in NRM or forestry. 

Evidence of a highly developed computer literacy 
Candidate must have good communication skills and should speak and write in English language.
Knowledge of Dari and Pashtu language will be an added value.
Reporting writing skills 
Committed and honest in his/her work
Ability to provide technical supervision, motivate and train project beneficiaries and farmers.

Ability to work independently and problem solving attitude;
Pressure absorbent, analytical and dynamic personality and ability to work under pressure;
Ability to meet deadlines, achieve results and work with minimal day to day supervision;
Shall not avoid any rule of code of conduct of organization and/or legal direction of Line Manager;
Exhibit excellent standard of moral conduct and behaviour;;
Willingness and ability to travel Kandahar and Kunar.

REPORTING RELATIONSHIPS:

Reports to provincial manager and PIBBED coordinator.
