WVA has been one of the main education partners with Afghan Ministry of Education (MoE) since 2002. WVA education programming provides humanitarian, recovery and development projects to vulnerable out of school children (OOSC) who are affected by conflict/natural disaster, got internally displaced or are returnees from neighbor countries in remote and hard to reach areas. Education in Emergencies (EiE), Community Based Education (CBE), Youths’ Education, Teacher Training for community based and public schools teachers, School Improvement Plan (SIP) and School Construction are the main components WVA Education Programme. 

Job Description:

Job Purpose:

This is a full-time, grant-funded Agricultural Officer position. The Agricultural officer will be responsible for the proper implementation, supervision and reporting on agricultural activities, successes, setbacks, and plans. S/he is also responsible for providing technical guidance and support to Community development Workers (CDWs) involved in implementing the activities of the agriculture component of the BHA Program in coordination with the Project manager.

And also this position will be responsible for the technical training to farmers and will provide support to community development worker for further community sensitization, seeds and agricultural kits distributions. This position will also work with DAIL in facilitating the Farmer training on improved agricultural practices.

Overall the agricultural officer is responsible to implement the livelihood planned activities towards improving the food security status of HH in targeted area whilst contributing to building their overall resilience.

MAJOR RESPONSIBILITES:

  1. Building Relationship:
  • Be responsible for maintaining and strengthening relationships with key partners through close coordination with project manager, especially Department of Agriculture at the province level , Consortium partners
  • Ensure smooth networking with other actors involved in livelihood/food security sector at local and higher levels as appropriate.
  • Provide the quarterly and annual livelihood Plan/reports and check with livelihood sector lead and project manager for further on time sharing with livelihood sector lead of BHA project.

2. Project Implementation and Technical Quality Assurance:

  • Ensure smooth networking with other actors involved in livelihood/food security sector at local and higher levels as appropriate.
  • Identify vulnerable households and provide seeds for the establishment of kitchen gardens.
  • Conduct training on kitchen gardening, garden construction, nutrition, small scale processing and value addition to vegetables produce from kitchen gardening. and preparation of vegetables for consumption in the household.
  • Provide necessary technical resources to support project implementation
  • Work and liaise with the provincial department of Agriculture, and develop a close working relationship with the Shura members and beneficiaries.
  • Work in coordination with the Project Manager and program team requiring preparation of seed distribution.
  • Provide technical support during  the conducting of the vulnerability assessment for identified households
  • Procurement of tools and materials for the community projects.

3. Planning, Reporting, Monitoring and Evaluation:

  • Conduct Post distribution monitoring close coordination of PM and MEAL dep.
  • Support Project Manager to prepare and submit quality and timely Monthly Management Report by supplying technical activity implementation progress
  • Ensure that the implementation of agriculture component of the project is technically sound. 
  • Assist in the implementation, follow-up and reporting related to agriculture and processing facility activities
  • Project Design, Monitoring and Evaluation In collaboration with M&E Coordinator to ensure the monitoring system and tools are developed and used to track the progress of project implementation and to capture learning
  • Periodically update the Detailed Implementation Plan (DIPs) for agriculture component of the project.

Other:

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.
  • To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (BHA) interventions.

Job Requirements:

Required Professional Experience:

  • 3 years work experience in agriculture and livelihoods sector. 
  • Experience in maintaining databases and related information/knowledge management
  • Financial/budget management.

Required Education, training, license, registration, and certification:

  • Bachelor degree in Agriculture.
  • Thorough knowledge of MS Office and Lotus Notes

Preferred Knowledge and Qualifications:

  • Understanding the basic livelihood of project target area.
  • Understanding the principles of food security.
  • Understanding of disaster risk reduction approaches

Travel and/or Work Environment, Requirement:

Accessibility to the below mentioned areas/locations is required: Badghis (Qormach), Faryab (Maimana city,Pashton Kot, & Qaisar)

Physical Requirements:

  • Physically able to travel to work sites.

Language Requirements:

  • Having the skills of English, Dari and Pashto languages writing/ reading and speaking.
