Job Description:

Job Purpose:


The purpose of creating this position is to manage the Cash Transfer Programming (CTP) process of BHA- funded food security and livelihood restoration project. The incumbent is responsible for proper CTP planning, organizing, and facilitating the CTP process with contracted Telecommunication Company.


Key Areas of Accountabilities:


Have the ability and knowledge on cash-based programing and intervention for food security and livelihood.
Support cash transferring program and cash distribution in the field for the targeted beneficiaries in the area.
Support market assessment and price monitoring in the project that will take place in the implementation province.
Assist CTP process of food security and livelihood projects accordance to Standard Operation Procedure (SOP).
Support supply chain unite on CTP procurement and selection a quality money service provider.
Support project teams to develop cash distribution plan based on area realities.
Prepare a payments plan for beneficiaries with consultation of financial service provider.

Submit regular CTP implementation reports (weekly, monthly, and quarterly) to supervisors based on the requirements of the project.
Support matters of the CTP activities – including documentation, approval, and actual payment, any other required paper-work.
Report on any problems to the supervisors promptly that encountered in the field and/or in the office such as procurement problems, project participant complaints, local authority interference, and security threats to staff.

Monitoring, Evaluation, Accountability, and Learning

Support the projects are equipped with MEAL systems.
Collaborate with MEAL team on quality monitoring and accountability systems in timely manner.
Contribute to generation of lessons through finalizing issues for Operations Research and participating in lessons learnt workshops and provide report. 
Ensure that projects are reported as per M&E Plan





Ensure personal commitment in building constructive working relationship with partners based on SCI partnership principles.
Regular visit to projects and provide feedback based on the findings
Ensure best practices from SCI projects are shared to ensure quality of implementation
Actively participate and contribute in exchange of knowledge and learning sessions organized for partners capacity building

Job Requirements:



Educational Qualification

University degree in Finance or BBA.


Experience and skills


Cash transfer programming, program planning, implementation & development, budget, monitoring.
Good communication skills
Problem solving, analytical and negotiation skills
Computer literate
Understanding of both Languages (Dari, Pashto) in both speaking and writing
2 years’ work experience in the relevant fields
