About Ministry of Foreign Affairs:

The Eshteghal Zaiee – Karmondena (EZ-Kar) Project is expected to be officially launched in January 2019. The Project aims to strengthen the enabling environment for economic opportunities in cities where there is a high influx of displaced people. This will be pursued by increasing the returnees’ access to civil documents, providing short-term employment opportunities, improving market enabling infrastructure, and supporting investor friendly regulatory reforms. 

The project design as mentioned above will include multiple implementing agencies, namely Ministry of Foreign Affairs (MoFA), Ministry of Refugees and Repatriation (MoRR), Kabul Municipality, and Independent Directorate of Local Governance (IDLG). At the central level, Ministry of Economy (MoEC) will serve as the lead line Ministry responsible for inter-ministerial coordination among stakeholders within the Government. MoEC, with the support of the World Bank, will carry out overall project coordination.

This assignment particularly relates to Component 1 of the Project, which will support Afghan refugees (both registered and unregistered) in Pakistan and their voluntary repatriation. The Ministry of Foreign Affairs (MoFA) will be the Implementing Agency (IA) for the component, both in Afghanistan and in Pakistan, while the Ministry of Refugees and Repatriation (MoRR) will be involved in the implementation of communications activities. The component provides technical assistance, institutional support and training, necessary equipment, and operational assistance to MoFA to: (a) enhance its capacity to provide consular services (such as issuance of passports and verification of certificates); (b) develop and implement a joint communication strategy for MoFA and MoRR to disseminate information to Afghan refugees in Pakistan in order to facilitate their access to economic opportunities and social services through communication campaigns and information centers at MoFA missions in selected cities of Pakistan, in collaboration with MoRR; and (c) support day-to-day implementation of Component 1 of the Project.

Job Description:

General: The incumbent will be responsible for all public communications and media activities related to the EZ-Kar component 1. He/ she will also be responsible to ensure close coordination and collaboration with the communication teams of the other EZ-Kar IAs and World Bank.

Specific:

Support the Program Manager in developing a detailed communication strategy for the EZ-Kar. The strategy should identify stakeholders who need to be reached and indicate means to reach them.  Stakeholders include, at the minimum, but not limited to, the wider Government, the expected and actual beneficiaries, IDP/returnee displaced populations, the donor community, and the media.

Once the strategy is approved by leadership, develop a communication plan for the whole duration of the EZ-Kar, with specific annual plans prepared every year.
Work with the Operations and Program Managers to ensure a proper budget is prepared, made available and utilized efficiently for the communication activities of the program.
Oversee the development of the branding plan, which includes the design and application of a logo for the EZ-Kar project (organize a competition to design a logo for the EZ-Kar program, provide guidance to IAs and stakeholders on the use of the logo, and monitor the usage).
Oversee the development of communication and campaign materials including creative products in print, spots in radio and TV channels. Explore the outreach of the various channels and ensure contracting ones with the widest coverage in the select EZ-Kar coverage cities.
Follow-up with other IAs of EZ-Kar as needed to ensure consistency in the branding and messages disseminated by them. Explore the use of non-traditional outreach activities such as youth speech/ painting/ poetry competitions, city wall murals, song and dance, for the promotion of EZ-Kar activities among IDP/ refugee populations, especially those in camps/ informal settlements.
Develop and keep regularly updated EZ-Kar social media pages to include Twitter, Facebook, Instagram, and YouTube pages that are both informative and attractive to the wider public audience and reflect the Program’s objectives, strengths and achievements.
Help develop (with relevant experts) and then keep updated an EZ-Kar website for Component 1.
Conduct regular external media monitoring and compile all coverage of the EZ-Kar, file with proper referencing and share with the internal team.
Conduct sample checks on the effectiveness and reach of the communication products and social media pages of the EZ-Kar, and advise management on ways to improve the same.
Manage regular relations with media outlets to ensure good and positive media coverage of EZ-Kar.
Lead a workshop introducing EZ-Kar to journalists and media personnel from prominent networks in the country.
Support leadership in organizing press conferences (including the development of talking points, speeches, press releases, media kit, etc.).
Support leadership in preparing donor briefs, implementation support mission presentations, etc.
Support leadership in preparing talking points and drafting speeches for EZ-Kar related conferences, press meets etc.
Review the implementation of the strategy on a yearly basis and bring necessary changes to the approach and messages based on feedback received from the audience.
Establishing an excellent coordination and collaboration between MFA, MoRR and our missions in Pakistan
Any other responsibilities that may be reasonably required by the OSC Manager and/or DG for Consular Affairs.

Job Requirements:

Academic:

A Master’s Degree in Public/ Mass Communication, Social Science, Journalism, Business Administration or a related field is preferred. A Bachelor’s Degree in the stated disciplines or similar is required.

(Note: Exceptionally a Bachelor’s Degree in other disciplines will also be considered provided the work experience of the candidate(s) is considered ideal).

Work Experience: With a Master’s Degree, a minimum of 5 years of experience working in positions with similar/ directly related public relations functions, and including a minimum of 2 full years with managerial responsibilities (responsible for managing public relations/communications strategies and activities of a project or an organization).

With a Bachelor’s Degree, a minimum of 7 full years of experience with a minimum of 4 full years working in positions with similar/ directly related public relations functions, and a minimum of 2 full years with managerial responsibilities with managerial responsibilities (responsible for managing public relations/communications strategies and activities of a project or an organization).
