Background

The Independent Administrative Reform and Civil Service Commission (IARCSC) was established in 2002 as an independent budgetary unit in the government of Afghanistan charged with establishing and strengthening robust institutions of public administration, merit-based recruitment of civil servants, regulating civil servant’s affairs and training and professional development of civil servants. The Commission comprises an Independent Appointment Board and an Independent Appeals Board. The Civil Service Management department and the Afghanistan Civil Service Institute are the two other major departments in the Commission.

The IARCSC mission is: To lead the reform and professionalization of civil service administration and management and to recruit and develop civil servants on the basis of merit, through an impartial, transparent and accountable process.

The Tackling Afghanistan Government’s HRM and Institutional Reform (TAGHIR)

TAGHIR directly responds to the Afghanistan National Peace and Development Framework (ANPDF) – including its development priority on “Building a responsive and effective public administration system”.

The overall objective of TAGHIR is to strengthen the capacity of selected line ministries and agencies through merit-based recruitment of key positions, improved personnel management, and better HR planning.

TAGHIR is being co-financed by the Afghanistan Reconstruction Trust Fund (ARTF) and the International Development Association (IDA) of the World Bank Group. The Independent Administrative Reform and Civil Service Commission (IARCSC) will implement the project on behalf of the GoIRA.

Job Description:

SUMMARY OF THE JOB

The Communication & Outreach Specialist will work under the direct supervision of the Director General Civil Services Institute and as member of Change Management Taskforce & Induction Team, is responsible for formulation clear, concise and current communications and outreach materials. . He/she will make sure that IARCSC/ACSI messages are reaching to all stakeholders and target groups at national and local levels on time and that the contents of the messages are of high quality.

SCOPE OF SERVICES

Develop social media strategy and execute all activities through relevant channels, to promote organization’s activities to general public and stakeholders
Assist in creating procedures for collecting and reporting Program data, working closely with the heads of departments to meet deadlines for receiving information
Develop quality and creative content (events reports, project reports, success stories, upcoming activity news, etc.) for the Change Management, Induction and FMMD Programs.
Arrange meetings and workshops when required to publicize and disseminate information on the activities and performances of the ACSI in the provinces.
Maintaining and updating information regarding the Program data, events & activities.
Monitoring, maintaining and responding to public media inquiries;
Take quality photographs and videos of ACSI events and ensure photo gallery is maintained periodically;
Support in coordinating meetings, correspondence, preparing reports, devising and archiving photographs;
 Any other tasks assigned by General Director.

 

SKILLS

  • Must have experience in communication, outreach, reporting and operating at senior levels;
  • Experience in writing reports on short deadlines;
  • Strong analytical skill;
  • Proficiency with Microsoft Office;
  • Adobe Photoshop, Corel Draw and web designing applications;
  • Exceptional collaboration and communication skills,
  • Flexibility and experience of working with a team and across different levels

Job Requirements:

QUALIFICATIONS AND REQUIREMENTS

Having a Bachelor`s Degree with (5) years of relevant experience in Public Relations, Journalism, Communications, Economics, public policy, Business Administration or any other relevant fields;
Preference will be given to Master and higher level of Qualifications.
Fluency in English and ability to communicate in Dari/Pashtu is required.
