The position is located with the Regional Office for Asia and the Pacific of the Regional Programmes Division and based in Kabul, Afghanistan.

The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat’s activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.

UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States.

The Afghanistan Programme is a strategic partner of the Government of the Islamic Republic of Afghanistan in promoting sustainable urban development. Since 1992, UN-Habitat has worked closely with the government, municipal and local authorities, especially Afghan communities, contributing to the physical and social reconstruction of the country. Our work has focused on assisting the government in the development of urban policies and regulations; strategic urban planning; increasing municipal revenue; establishing community-based organizations; addressing the land and housing needs of IDPs and returnees and contributing to the provision of basic urban services.

The Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA):

The overarching intention of the Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA) programme is to provide a platform for returnees and protracted IDPs to reintegrate and become productive citizens of Afghanistan as quickly as possible. Integrating the lessons of the past decade of responses to displacement in Afghanistan, the program is based on the identification and allocation of appropriate land to returnees and IDPs in proximity to livelihood opportunities as the foundation for self-reliance. Following the identification of sites, the settlement will be directed based on a comprehensive assessment of sites’ carrying capacity, economically, environmentally and socially.

 A land allocation process based on interim tenure arrangements will allow beneficiaries to occupy land with minimal delays and will form the basis for the subsequent allocation of land titles. Humanitarian assistance will be distributed in locations where returnees and IDPs have access to adequate opportunities to become self-reliant and long term tenure security. Permanent development interventions to improve access to basic services and housing will be delivered in parallel with humanitarian assistance, augmenting self-reliance, avoiding the creation of dependent ‘camps’ and bridging the humanitarian/development ‘gap’.

The SHURA programme thus seeks to provide a platform from which returnees and IDPs can be the driving force behind their own integration and development by becoming productive members of hosting areas information into DoRR-MoRR Database from paper documents or new records through mobile survey. The ideal candidate will be computer savvy and a fast typist with a keen eye for detail. The Ministry of Refugees and Repatriations will rely on you for having accurate and updated data that are easily accessible through a digital database.

The Community Inclusion Assistant will be reporting on a day-to-day basis to the Programme Support officer and will adequately, continuously, and comprehensively keep him informed. S/he will have the following duties and responsibilities

Job Description:

  • The overall responsibility of the Community Inclusion Assistant will be to coordinate with MoRR on overall implementation of the SHURA programme, and to ensure MoRR is fully aware of the programme milestones.
  • S/he will have the following duties and responsibilities:
  • To coordinate and cooperate beneficiary selection process together with provincial beneficiary selection consortium, report any challenges and obstacles to the SHURA programme management team.
  • To be responsible for implementation of social parts of the SHURA programme.
  • To monitor the operation of Re-settlement Centre and ensure IDP/returnees registration process is treated with dignity and on a timely manner.
  • S/he needs to ensure there is comprehensive complaint response mechanism by assigned complaint response mechanism committee considering PD-108.
  • To support multi-disciplinary programme operation in developing and maintaining the strategic operation partnership with the health, education, police, civil society and to ensure that the multi urgency work maximizes SHURA programme impact.
  • To be responsible for advocacy issues representation, social documentation like E-Tazkira, GBV-Gender based violence and other cross cutting protection themes.
  • In close coordination with Field Team Leaders in Herat & in Kabul, the monthly, quarterly, and annual will be produced and shared concerned people. 
  • Coordinate and cooperate with MoRR in overall SHURA programme related interventions.
  • Monitor and ensure that community consultation, meetings, trainings, demonstration activities, village mapping, community action plan and capacity building of the community are done on a timely basis as per the agreed government standards.
  • Maintain good liaison with the local authorities, implementing partners and communities.
  • Conduct regular field visits and assessments; community mapping information and ensure proper documentation.
  • Provide training and advice to the field personnel and implementing partners on project activities and approach, particularly on community mobilization and relevant social based campaign.
  • Development of the social mobilization messaging and communication in close coordination with provincial manger and Team Leaders.
  • Prepare weekly monitoring reports based on standard formats for submission to the Programme Support Officer with copy to the Team Leader or in his absence to the Regional Programme Manager.
  • Ensure adherence to UN-Habitat operational policies, procedures and standards of conduct.
  • Perform any other task assigned by the supervisor(s).

Work implies frequent interaction with the following:

  • Coordinate closely with MoRR on reporting SHURA programme work progress, achievement, challenges to be updated regularly.
  • Working closely with HLP Coordinator on SHURA-IDP related matters  
  • Developing monthly, Quarterly and annual report-MoRR

Results Expected:

  • To establish an strong coordination mechanism between UN-Habitat and MoRR, update MoRR on work progress and share programmatic obstacles.

Job Requirements:

  • Bachelor degree in community development, social science, law with minimum 5 years relevant experience in social development programs and minimum 3years of experience.
  • Expertise in monitoring and reporting systems.
  • Knowledge of UN rules and regulations is an advantage.
  • Good knowledge of MS-Office applications.
  • Knowledge of local area and community is essential.
  • Excellent interpersonal and communication skills.
