Urban Health Initiative
The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.
Working with all stakeholders, the Compliance Manager will identify risks that hinder the achievement of Jhpiego’s objectives and assess the adequacy and recommends appropriate internal control systems to reduce associated risks. This includes providing guidance, training, and compliance oversight in the areas of procurement, inventory management, subrecipient monitoring, and financial management. Compliance Manager will also work closely with senior management, finance and administrative and human resources staff to ensure compliance with Jhpiego, the Johns Hopkins University, and donor regulations.
Establish standards and procedures to ensure the compliance program’s effectiveness and efficiency, maintaining compliance to organizational policies, procedures and internal controls
Plan and engage with DCAA auditors in annual and special audit functions and coordinate with field director of finance and home office senior accountant
Conduct due diligence to ensure that that USG funds are not diverted from their development purpose outlined in the agreement and are not vulnerable to corruption, extortion or otherwise benefitting malign groups.
Act as the primary point for communication with legal, finance and business team disciplines for resolution of contract issues and disputes.
Actively train and mentor staff in the areas of US federal government compliance, ensuring that high standards are consistently met.
Contribute to the development of financial systems and procedures for subgrants
Conduct regular visits to subgrantees for monitoring
Enusre that subgrantees properly safeguard funds and comply with USAID and headquarters’ financial and accounting procedures
Assist Jhpiego management in identifying and assessing strategic risks
Through technical assistance and spot-checking, verifies that country programs comply with donor rules and regulations, applicable organizational policies and pertinent U.S. and host country laws.
Develops an annual compliance review work plan based on the country office project portfolio to ensure full compliance coverage.
- BA in business administration or accounting; MBA and/or CPA preferred
- 10+ years’ experience with US Federal Government projects overseas, particularly Afghanistan,
- Experience directly related to USAID and/or other Federal prime government contract administration and management
- Knowledge of Federal Acquisition Regulation (FAR) and USAID Acquisition Regulation (AIDAR)
- Demonstrated experience with DCAA audits and Incurred Cost Submission, including resolution of complex audit issues in a timely manner
- Experience with US Federal Government assistance instruments and audits, including both Cooperative Agreements and Contracts
- Strong leadership and business judgment skills and analytical skills
- Excellent oral and written communications skills
- Willingness to travel
- Fluency in written and spoken English
