About DMAC:

The Directorate of Mine Action Coordination (DMAC) of the Afghanistan National Disaster Management Authority (ANDMA) is a regulatory body for humanitarian Mine Action Programme of Afghanistan (MAPA). Through its headquarters in Kabul and its seven regional offices, DMAC manages, coordinates and oversees the humanitarian mine action activities that are implemented by national and international non-governmental organizations and commercial companies. Mine Action has five pillars including Demining (survey, mapping, marking and clearance), Mine Risk Education, Stockpile Destruction, Victim Assistance and Advocacy. DMAC is being supported by the GIRoA and International Donors.

About ITF:

ITF Enhancing Human Security is a humanitarian, non-profit organization devoted to elimination of threat from post-conflict and disruptive challenges, including landmines, explosive remnants of war (ERW) and illicit ownership and use of small arms and light weapons (SALW), in South-East Europe and other affected regions in the world.

ITF commenced its operations in Afghanistan since mid-2014 and is operating in partnership with the Directorate of Mine Action Coordination (DMAC) of the Afghanistan National Disaster Management Authority (ANDMA).

About Operation Associate:

The Operation Associate will be hired by DMAC under ITF Enhancing Human Security contract modality. The Operation Associate under the direct supervision of DMAC Regional Manager, will work in full coordination and consultation with concerned DMAC regional office.

Job Description:

Assist the DMAC Regional Manager in the planning, monitoring and coordination of all mine action activities of the region. The responsibilities of the OPS Associate will include but not limited to:

  • Make sure mine action resources are utilized as effectively and efficiently as possible
  • Represent DMAC at field level
  • Prepare the monthly, quarterly and yearly regional operations plans
  • Liaise with ANDMA Provincial office to ensure mine action IPs get the required support from Government for smooth implementation of mine action projects
  • Conduct confirmation assessment on recorded and newly reported MF/BF to ensure their validity
  • Ensure minefields/battlefields are cleared in accordance with to national mine action standards (AMAS).
  • Monitor mine action activities/projects through field visits at regional level and make sure IPs’ internal QM system is relevant and effective.
  • Monitor mine action projects productivity through using IMSMA analysing tools
  • Evaluate and track MAPA’s operational plans
  • Coordinate demining resources in line with national priorities
  • Ensure cleared lands hand over is taken according to the national mine action standards.
  • Ensure mine action operations is improved continually and demining accidents are minimized
  • Track the IPs mine action projects progress against their project proposal and operations plan
  • Provide technical recommendations to the DMAC Regional Manager and Head of Operations, for continual improvement of mine action operations.
  • Provide reports on mine action operations to DMAC Regional Manager in due course and stakeholders while needed.
  • Conduct quality check of all IPs field reports before and after entry into the national database.
  • Investigate demining and Explosive Ordnance (EO) accidents in full coordination with DMAC Regional Manager.
  • Make sure adequate and acceptable community liaison is carried out by the IPs.
  • Attend operations coordination meetings and TWG at regional levels when required/
  • Ensure demining requests are responded to in a timely manner.
  • Coordinate & manage the Central Disposal Sites (CDS) for bulk demolition activities
  • Provide effective technical support to the IPs to make sure of safe, effective and efficient mine action operations.
  • Ensure mine action documents are maintained properly.
  • Provide briefings to visitors.
  • Ensure administrative reports and monthly timesheet are provided to HR on timely manner.
  • Any other tasks assigned by DMAC Regional Manager.


Job Requirements:

  • Bachelor degree with 5 years of relevant experience.
  • Thorough knowledge of AMAS.
  • Knowledge of Ms Office programmes and internet is required
  • Good understanding of Quality Management procedures
  • Good understanding of English and local languages (both spoken and written)
