NRC Afghanistan established operations in 2003, and currently maintains five area offices in Balkh, Hirat, Kabul, Kandahar, and Nangarhar, as well as field offices in hard-to-reach, displacement-affected provinces: Badghis, Faryab, Khost, Kunar, Kunduz, Nimroz, Sar-e Pul, and Uruzgan. NRC employs over 1,400 staff in Afghanistan, and works through direct implementation of programmes, to provide both emergency response and durable solutions for internally displaced Afghans, as well as returning Afghan refugees, and Waziristan refugees in southeastern Afghanistan.

Background

The Education Project Manager (based in Mazar) will oversee the design and implementation of Education programmes in the North Region. The Education PM will work under the direct supervision of the North Area Programme Manager in the Mazar office. He/she will work under the close technical guidance of the Education Specialist in Kabul. He will also work very closely with NRC’s other units in to implement integrated programmes especially ICLA, and Shelter CCs.

The Education PM will play a critical role in helping design and implement new Education projects in the North region– and in documenting lessons learnt from these initial projects to shape the country office’s Education strategy moving forward.

Education programmes support NRC’s broader strategy to promote emergency responses to displacement –beyond short-term emergency assistance – and to prevent further displacement. These programmes seek to enable vulnerable displaced people (returnees from Iran or Pakistan, as well as people internally displaced by conflict) to access to quality education integrating with other CCs as a joint programme for the better and effectiveness of projecs/programmes. Education programmes aim to ensure that displaced people able to meet their essential needs – in terms of quality, diversity and quantity – both in times of emergency and in situations of protracted displacement.

The Education PM will be responsible for implementing, reporting on and ensuring the quality of all Education projects being implemented in the North region. This will include design and developing of concept notes, proposals, logframes, budgets, work plans, implementation plan, recruitment plan, procurement plan and participating in data collection field work; overseeing the beneficiary selection process in coordination with communities, local stakeholders and other NRC units ensuring that projects are being implemented on schedule (including keeping clear records of distributions); ensuring that monitoring and evaluation (M&E) plans are being implemented, and immediately flagging any challenges or delays to the North Area Programme Manager and the Education Specialist in Kabul.

Responsibilities

Line management for project staff
Adherence to NRC policies, guidance and procedures
Contribute to the development of  Country, Area and core competencies strategies, initiate and participate in the development of relevant Education projects
Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
Implement technical direction and ensure high technical quality of projects
Provide regular progress reports  to the Area Manager and the Education Specialist                    
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Develop and manage project budget (in cooperation with Cs) and coordinate across CCs
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Promote the rights of IDPs/returnees in line with the advocacy strategy
Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Ensure Community Based Education (CBE), Accelerating Learning Programme (ALP), Education in Emergency (EiE) and Emergency First Phase Response (EFPR) activities are implemented/implementing to the plan, and with high standard of quality throughout the Northern region.
Ensure high level of coordination with all internal and external stakeholders particularly with Mazar, Faryab, Kunduz and Sar-e-Pull Department of Education as well as Department of Martyrs and Disabled.
Ensure quality of Education activities in Northern region
Initiate and/or actively participate in new project designing and developments in the Northern Region.

Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses

Job Requirements:

Knowledge, skills and experience

Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context
Knowledge of the context in Northern Afghanistan, Balkh, Faryab, Kunduz and Sar-e-Pull Provinces, in particular.
Experience in needs assessment, project monitoring and evaluation, and programme development;
Experience of geographical access negotiation and representation, including with local authorities, I/NGOs, and communities.
Good communication skills, with capacity to directly influence and negotiate with a wide range of stakeholders;
Strong leadership skills and a supportive management style;
Experience of a flexible approach to managing and prioritising a high and diverse workload.

Education:

Bachelor Degree and experience in education, economics or related field. Masters’ degree is preferable

Language:

Local Languages (Dari and Pashto).
English (Professional in both written and verbal).
