About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) on good governance in connection to peace and reconstruction or reconciliation process. TLO has since evolved into as an independent Afghan NGO registered under number 611 with the Ministry of Economy of Afghanistan. TLO was founded with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management. The guidelines for these activities are strictly based on the “do-no-harm” approach and Conflict Sensitive Programm Management (CSPM), which are participatory and community-led.  

Job Description:

  • Coordinating all activities and daily contact with project management team in Kabul.
  • Cooperating with project staff to conduct evidence-based advocacy trainings/seminars and provide mentorship sessions for IDPs and Returnee youth of Family area of Puli-Charkhi
  • Consistent communication with IDPs and returnees in the area, mapping and finalizing of key issues/challenges that IDPs and Returnees face in the Family area of Puli-Charkhi.
  • Facilitate meetings and gatherings between youth of IDPs and Returnees with local government officials, including the head of Nahiya (District within the City) officials, municipality officials, local relevant directorates
  • Coordinating with the beneficiaries and trainers in all project activities such as radio programs, seminars, sports, drawing and calligraphy.
  • Preparing weekly and monthly reports, as well as planning the upcoming week’s activities.
  • Daily contact with IDPs and returnee youth and gathering their recommendations in terms of project implementation.
  • Completing requests for follow-up information, meetings with project staff and other related tasks as assigned by the project management in Kabul
  • Completing project-related administrative tasks as assigned by the project management team and as well as providing follow-up information
  • Any other tasks provided by the management

Job Requirements:

  • Associate or bachelor’s degree in a relevant field required
  • Interpersonal and managerial and conflict resolution skills.
  • Communication skills and knowledge of local communities.
  • Knowledge of English, Dari and Pashto Languages.
  • Negotiate skills in multicultural and multilingual environment
  • Knowledge of leadership and self- confidence project.
