USAID’s Afghan Urban Water and Sanitation (AUWS) activity aims to provide technical assistance to the Afghanistan Urban Water Supply and Sewerage Corporation (AUWSSC) and the Afghan government to increase access to urban water and sanitation services for residents in six Afghan cities. The USAID Afghan Urban Water and Sanitation Activity aims at strengthening the capacity of the AUWSSC Headquarters (HQ) and six Strategic Business Units (SBUs), and the Ministry of Urban Development and Land (MUDL) to expand and improve access to sustainable water and sanitation services through an integrated program of assessment, planning, capacity building, and infrastructure and equipment support.

Job Description:

Initiate the concept of gender equality into urban water and sanitation programs training manual based on the UWASS gender Policy and identify how to use the policy in their daily activities.
Update previously developed gender presentation and SWOT analysis report and lead a SWOT analysis group discussion on gender and associated/linked activities which remains uncompleted due to COVID-19 restrictions. Building upon previously developed list of priorities for the gender department, provide guidance to UWASS personnel on how the gender function can provide input to a Five-Year Strategic and Business Plans, while also ensuring that equal participation of all gender identities followed in this work.
Conduct a gender policy awareness training for all gender members in UWASS (HQ and all SBUs)
Develop training material for gender policy awareness training including a handbook, PPT and other training documents.
Conduct a TOT gender training for gender unit (HQ and all SBUs) to train all the participants about gender.
Provide technical gender assistance on establishing gender related committees in UWASS and HQ.
Any other tasks assigned by the supervisor and or by AUWS management.

Minimum Qualification: Bachelor’s degree in a relevant discipline with 7 years’ experience in gender equality.

Organizational and Personnel Requirements: Individual or organizational applicants must be residents of or have offices within Kabul, Afghanistan and are able to produce required instructional material in Dari/Pashto and English. Organizational applicants must provide enough background information to demonstrate that they have the requisite experience to perform the services being sought. They must also provide the resume(s) of individual staff that would perform those services.  Similarly, individual applicants must provide background information to demonstrate that they have the requisite experience to perform the requested services, along with a resume.

Technology Capabilities: Applicants must have the technology capabilities required to perform the proposed activities.  At a minimum, applicants must be proficient in word processing as PowerPoint development and presentation.
Whether the applicant is an organization or an individual, the minimum requirements for this consultancy are a bachelor’s degree and five years of experiences working in a senior position within a gender development context in the public and/or private sector and having extensive knowledge in Afghanistan government gender equality approach as well as international agencies such as U.N., USAID, WB, etc. This experience requirement has been established because understanding both the government system in Afghanistan and the system transformation values are critical to being able to perform the required tasks that improve performance, transparency and accountability of the gender function, as well as support business performance for UWASS as an institution.

Job Requirements:

Education: In the field of Gender Studies, Development Studies, Sociology and Social Sciences or any other related fields.

Work Experiences: Having bachelor’s degree with 7 years and master’s degree with 5 years in Senior level in the field of gender equality and women empowerment. Having experience in developing concept notes for gender equality in Afghanistan and conduct the trainings is a requirement.
Knowledge: Must have excellent oral and written English and Dari Languages. including the ability to produce reports, training materials and manual in Gender inclusion in a water and Sanitation field. Skilled with Microsoft Office to include: Outlook, Word, Excel and PowerPoint.
Preferences: 1. Experience within a gender development context in the public and/or private sector and having extensive knowledge in Afghanistan government gender equality approach as well as international agencies such as U.N., USAID, WB, etc.
