Job Description:

Under the supervision of INL Kabul Justice Advisor and Justice Deputy Team Lead, incumbent assists with the development and implementation of INL’s grants and cooperative agreements. Incumbent serves as Grants Officer Representative (GOR), monitoring and administering recipients’ programs. Occasionally assists with the development of new grants, advising potential grantees and reviewing proposals, including to ensure they meet U.S. law. Incumbent assists in INL’s anticorruption and rule-of-law activities.

EXPERIENCE: Minimum three years of progressively responsible work experience in one of the above, Grants or program management experience is required.

JOB KNOWLEDGE: Must have thorough knowledge of Afghan society, government, history, and culture. Specific knowledge of foreign assistance and key players and institutions in Afghanistan. Knowledge of databases and database management.

Education Requirements:
Bachelor’s level degree in Business, Law, International Relations, Economics, or Social Science is required.

Evaluations:
LANGUAGE: English Dari & Pashto: Level IV (fluent) in written, reading, and oral. Ability to interpret and translate is required.

SKILLS AND ABILITIES: Ability to scan, comprehend, and summarize quickly. Flexibility to adjust priorities and focuses. Ability to develop and maintain excellent contacts and working relationships with representatives of local and national government, international donor organizations, NGOs, and civil society organizations. Ability to interpret and translate.
