About MUDL Based on 107 the decree dated 1397/9/10 of President of the Islamic Republic of Afghanistan, the Afghanistan Land Authority was merged with the Ministry of Urban Development and Housing under the name of “Ministry of Urban Development and Land” (MUDL) wherein the Deputy Ministry of Land was established under the ministry. Job Description:

Duties and Responsibilities:

Contribute to the establishment of the female help desk, and developing a mechanism for logging all interactions, responding to inquiries from women on all project issues in person, via phone or email
Contribute in raising awareness of women on joint Occupancy Certificate (OC) program and explain advantages of having OC certificates;
Work closely with the communication firm and social mobilization teams ensuring that women have meaningful participation in these sessions/activities.
Provide information on OC implementation and registration (single and joint)
Build strong linkage with the local authorities, local communities, elders and other stakeholders to enhance women’s participation in the project particularly in OC
Engage in events and public awareness activities related to the project and the issues of gender, land rights and OC program engaging women proactively; and making sure that all female beneficiaries of OC understands the benefit of the OC.
Attend enquiries/complaints and redirect them to correct resource, department and person in charge and follow up on the issues raised and provide feedback to the caller/visitor
As part of the Gender Unit of the ministry, contribute to addressing some of the structural barriers women face, including time, cost and bureaucratic and male dominated processes in provincial MUDL Directorates;
Contributes to the implementation of the anti harrsment policy, and supports promoting safe and gender friendly work place environment for all male an female staff under the project/provincial office.
Facilitate the process of key transactions for women such as property/land leasing, renting, and land acquisition/registration, including issuing OC
Contribute in collecting gender-disaggregated data under the project
In close coordination with the Grievance Redress Mechanism (GRM) Officer,  coordinate  day to day GRM related activities including functioning, receiving, recording, and sorting of grievances from Women; and making sure that female community members are aware of the GRM and have access to it.
Enter all grievances into an excel-sheet or project grievance database to enable tracking and review and share the data with Social Safeguards Officer for further proceedings
Referring grievances to appropriate units or persons, follow up on the case and provide feedback to the complainant
Follow up and liaise with the relevant departments to resolve complaints and escalate where necessary
Prepare activity reports, and complaint reports for management on a weekly and Monthly basis
Any other tasks as per requirements and delegation of line manager

Job Requirements:

Qualifications:

Bachelor or preferably Master’s Degree from a recognized  institution in Law, Sharia, Economics, Social Science or in any other relevant fields
Bachelor degree with 4 years of relevant work experience and Master’s degree with 2 years of relevant experience in gender, community mobilization and communication
Good written and verbal communications in English and in one of the local languages
Able to travel to provinces under the project
