About Citizen Charter/MRRD:

The Citizens’ Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, 2016. The Citizens’ Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development (MRRD), Independent Directorate of Local Governance (IDLG), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels – increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building Better Governance; Reforming Development Planning & Management and Developing Partnerships. The Citizens’ Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10 year period: • Basic health services • Basic education access • Safe drinking water and sanitation • Improved farming technologies and the delivery of extension services • Rural connectivity with tertiary roads • Rural renewable energy

Job Description:

Roles and Responsibilities:

Because the profession relies heavily on numbers, reporting specialist must start with good math skills and attention to details. He/She must think critically to sort important information and be able to communicate orally and in writing.



  • Support to ensure that information and data from the field is captured, documented, analyzed and reported in a result-based and timely manner.
  • Generate and distribute management reports in accurate and timely manner from existing human resource management system (HRMS) Database.
  • Provide recommendations to update current MIS System to improve reporting efficiency and consistency.
  • Generate both periodic and ad-hoc reports as needed.
  • Perform data analysis for generating reports on periodic basis
  • Maintenance of HR database based on the requirements, changes, visibility and knowledge management system.
  • Report on HR activities progress according to the annual HR plan and log frame of various projects.
  • Ensure that the programme reporting processes are systematized, consistent with the result and quality checks done;
  • Assist in developing and maintaining information system that will ensure maximum transparency and on time responding to the clients.
  • Extraction of data from various sources & maintenance of information and database.
  • Develop clear and concise reports and prepare power-point presentations for various meetings, workshops, conferences to the program management and donors.
  • Support the identification and documentation of links, synergies, and lessons learnt and best practices across program that can be useful in the institutional learning process and increasing the result of department.
  • Plan, coordinate and closely monitor database, application & web development activities within the team.
  • Ensure that reports are produced precisely, timely and regularly. Also assist in the development of the periodic and ad-hoc reports
  • collecting HR related data for future plan
  • enter data into the HRMIS on regular basis
  • For having a good organization path in related to the HR activities, do the overall organization research and propose some strategic recommendations for development of HR department.
  • Interpret data, analyze result using statistical techniques and provide ongoing reports
  • Identify, analyze, and interpret trends or patterns in complex data sets
  • Design and maintain the HR Data Model and ensures that just one source of master data exists for each HR Process
  • Cooperates with specialists from other departments as HR data are connected with the data from the rest of the organization
  • Any other task assigned by the supervisor.

Job Requirements:

Required Skills, Experience, and Academic Qualification:


  • Bachelor or its equivalent degree certified by Ministry of Higher Education in computer science.
  • Having at least 5 years of proven related working experience is must.
  • Having experience in web programming and Database design mainly focused on data manipulating and writing complex queries to generating reports.
  • Strong knowledge of relational Database, SQL server, ASP.NET and Webforms.
  • Demonstrated experience in design, develop and maintain reports, optimizing efficiency in manipulating data and writing complex queries.
  • Microsoft Excel Expert with Programming skills.
  • Experience in Microsoft Business Intelligence – SSIS, SSRS & SSAS.
  • Experience in managing the development and maintenance of software applications and MIS using ASP.NET Webforms.
  • Able to update the web pages content based on the requirements and changes in the source code.
  • Excellent interpersonal, strong report writing skills.
  • Math skills, excellent communication, presentation skills.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amount of information with attention to detail and accuracy
  • well understanding of full lifecycle data analysis process.
  • Interpreting data, analyzing results using statistical techniques
  • Developing and implementing data analyses, data collection systems and other strategies that optimize statistical efficiency and quality.
  • Acquiring data from primary or secondary data sources and maintaining database.
  • Ability to think strategically and integrate diverse information from varied sources
  • Fluency in English, Strong technical and general writing skills.
  • Skilled in word processing, spreadsheets (Excel),
  • Elementary knowledge of web programming languages (SPSS) and web development
  • Strong knowledge and experience with reporting packages (Business Objects etc), database (SQL etc).
  • BS in Mathematics, Economics, Computer Science, Information Management or Statistic.
