Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programmes mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition and morbidity, which have been significantly affected by drought and conflict conditions.  Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions

Job Description:


Technical responsibilities

  • Manage the daily cash handling of the Tirinkot office, including payments of suppliers, dispensing cash to staff and weekly and monthly cash counts. 
  • Responsible for financial administration according to Medair standards.
  • Carry out day-to-day HR tasks of the programme as they relate to national staff in Uruzgan province.

General responsibilities

  • Immediate notification of any suspicion of fraudulent activity amongst staff and external links.
  • Adherence to Medair values and to contribute to the wellbeing of the team as an active member.
  • Adherence to Afghan NGO Law and Tax Law.
  • Adherence to all NRS Regulations and Security Standard Operating Procedures and maintaining confidentiality at all times


  • Safe and Bank accounts management
  • Cashier duties, bank transfers and cheques payments, cash and wire transfers to all locations
  • Accurate entries in accounting software
  • Weekly and monthly reconciliations
  • Archiving and filing
  • Liaison with different Banks
  • Finance authorisation
  • Authorises payments up to USD 999.
  • Reviews signatures, coding and supporting documents
  • Tax and Government reports
  • Identifies tax payment due to the MoF.
  • Liaises with DoE for by-annual reports in coordination with the Kabul Medair office.

HR management

  • Assist Senior HR Finance Officer (based in KHR) in administrative duties regarding recruitment.
  • Keep personnel files up to date according Medair policy, Afghan Labour Law and donor requirements
  • Work with line managers to keep work-related records and documentation (e.g. leave forms, attendance record, training records) are kept up to date
  • Collect monthly timesheets from line managers and send them to Kabul


  • Assists the Area Manager in all matters
  • Contributes to the smooth running of Finance Department
  • Contribute to good relations between all departments in Medair Afghanistan
  • Ensure good communication to all staff (Kabul and field locations)
  • Any relevant administrative tasks.

Job Requirements:


  • University Graduate (Bachelor) in Business Administration, Economics, Human Resources or relevant field.

Relevant experience

  • 3 years of experience in the same field/ position required (both HR and Finance)


  • Excellent English and Pashto
  • Language skills (written and oral) will be taken in consideration during the interview


  • MS Office
  • Experience using scanners, copiers, and file naming


  • Good communication and interpersonal skills
  • Able to resolve interpersonal tensions peacefully.
