Action Against Hunger (AAH) is a Non-Governmental Organization (INGO) that was create in France in 1979. Action Against Hunger has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.

Job Description:

Mission 1: Ensure a high level of situational awareness and security culture among visitors and the team, guided by the humanitarian principles

The HAS Officer is responsible for:

Briefing/training staff and making them aware of the context, trends, political and security environment, procedures and rules
Briefing and debriefing every ACF staff on security events, political & security contextual developments
Identify training needs and conduct training for staff

 

Activities:

Plan regular training session on Humanitarian Principle, ACF Charter/Values
Plan briefing on every new ACF employee & visitors
Plan regular contextual briefing with both nationals and expatriates staff
Keep sensitising every ACF employee on rules, procedures
Organise weekly security briefing with the Coordination team

 

Mission 2: Collect, analyse and convey information about the political and security situation as well as contextual developments in Badakhshan:

The HAS Officer is responsible for:

Collecting and recording information related to security and contextual developments
Analysing the information, qualitative and quantitative analysis
Communicating information and analysis at the Coordination level
Participating and representing ACF in security meetings, authorities and powerbrokers
Develop and update access maps for Badakhshan

Activities:

Maintenance of an effective network, with local input, on contextual and security matters
Closely follow up social, local, national and international media
Regularly visit project sites.
Participate in security meetings with different parties and organise meetings every time it is necessary (with external partners and/or ACF staff)
Convey every necessary piece of information and analyses to the HAS Department and FC.

 

Mission 3: Evaluate and monitor risks levels, locations and associated actors in Badakhsanr; provide support in case of a security incident

The HAS Officer is responsible for:

Evaluating the risks for Badakhshan of the mission and keep this evaluation up-to-date
Suggesting mitigating measures to the identified risks and monitoring the implementation of mitigation actions or procedures
Supporting the writing of security incident reports
Providing advice and guidance on reinforcing AAH access, safety and security systems
Supporting the FC and HAS team during and after a security incident
Provide advice and recommendations on security issues

 

Activities:

Propose security rules to mitigate the risks, these rules being specific to every activity and area of operation, and ensure their implementation
Identify the external resources according to the needs (facilities, equipment, training)
Following a security incident, collect information, analyse causes and actions to implement and participate in the report writing
Following a security incident, implement and monitor the actions decided
Make sure those tools are deployed and used at the Mission level

 

Mission 4: Expand and maintain AAH’s network and engage with all relevant parties to gain access through acceptance, within the respect of humanitarian and AAH principles

The HAS Officer is responsible for:

Representing the HAS department within national/local authorities & stakeholders
Managing the effective implementation of humanitarian access communication and negotiations guided by AAH charter of principles and humanitarian principles
Promoting learning and sharing of best practice in obtaining humanitarian access amongst national and international humanitarian community
Developing and maintaining contacts with key actors and communities in Badakhshan
Building AAH credibility and relationships with actors responsible for overseeing the AAH interventions, including government authorities, non-governmental authorities, community and religious leaders, and relevant powerbrokers
Building ACF acceptance through positive engagement with community members and by involving all parties in the dialogue regarding humanitarian needs and response
Organising regular field trip to expand ACF network in Badakhshan
Attend local and regional coordination meetings to represent ACF to government and INGO partners

 

     Activities:

Meeting with the different stakeholders at different levels
Maintain relationships with all contacts made from the different parties
Keep updated the contact list from all relevant persons/parties
Make sure all those contacts are adequately archived
Field trip to be organised to meet different stakeholders
Produce reports on contextual and security changes

 

Mission 5: Supervise the Security Guards

The HAS Officer is responsible for:

Supervising the Security Guards
Establishing shifts for the Security Guards.
Controlling the planning, movement follow up
Validating every movement in/our from the Base during working hours
Organising training sessions

 

Activities:

Plan regular training session on Humanitarian Principle, ACF Charter/Values
Plan briefing on every new ACF employee & visitors
Plan regular contextual briefing with both nationals and expatriates staff
Organise weekly team meeting
Organising and leading team meetings
Taking part in the recruitment of the Security Guards
Managing planning operations, task sharing and coordination of work
Providing for evaluation interviews for team members
Providing technical support to the teams
Identifying the training needs of team members
Devising, organising and leading training sessions
Managing difficulties in the team
