Mercy Corps has been continuously operational in Afghanistan since 1986, implementing more than 50 programs and is currently working in twelve provinces of Afghanistan. Mercy Corps has emerged as a leader in the fields of agriculture, natural resources management, vocational training, renewable energy and economic development. Programs focus on the improvement of the lives and livelihoods of Afghan farmers, businesspersons and women, with an increasing focus on youth.

The SUN (Stabilization in Urban Neighbourhoods) program is a 32-month initiative with the goal to stabilize urban neighbourhoods in Kabul through implementation of a participatory, community-led approach to community development in 7 districts. The program will work to increase social cohesion in Kabul, specifically through targeting the participation of young people in decision-making and through supporting community-driven socio-economic development. Forming Local Action Groups, local volunteer committees in collaboration with community members will identify local development priorities and support implementation of local projects such as renovation of community spaces, supporting local business which benefit the community, as well as basic services infrastructure in line with existing governmental plans. Making use of a new tech platform, SUN will be a fast moving, high-impact program reaching youth in Kabul in new and innovative ways working on peaceful social development and opening up future prospects for youth of the country.

Job Description:

General Position Summary:

The LAG Manager will be responsible for supporting the LAG activities under the supervision of the Program Director. They will provide support to communities to establish LAG, elect Board of LAG, build capacity of LAG members, coordinate program activities and organize meetings and trainings within the project scope. They He/she will work closely with communications and outreach team, infrastructure unit, gender outreach officer and operations department of Mercy Corps to ensure all supports and services envisaged by the project, are delivered to LAG on a timely manner. They will lead engagement with stakeholders in the community and support the development of tools and documents to ensure that sub-project applications and selection procedures are in line with the agreed methodology and program principles. They will support the capacity building of LAG members and facilitate the development and drafting of the Local Development Strategy (LDS) and its approval by LAG. 

Essential Job Responsibilities:

Work with assigned communities to establish and operate Local Action Groups (LAG)
Support election of LAG Board by the members
Organize awareness and public outreach campaigns in the assigned communities.
Build capacity of the LAG members
Co-ordinate and support LAG Board and members in organizing meetings, trainings, workshops study tours and other activities
Work with Gender Outreach Officer and Youth Outreach Officer for gender mainstreaming and youth engagement in the LAG.
Support communication department to implement outreach campaigns and awareness of the communities of using digital platform to increase their participation in the program.
Develop community profile to understand the norms and attitudes related to each group, particularly regarding youth, women, and vulnerable groups.
Work closely with all project stakeholders;
Ensure that women, youth, marginalized population, ethnic groups interests are properly represented in the LAG as well as during the decision making process by Local Action Group
Establish strong communication with programe departments in order to support strengthening of LAG activities and promote LEADER (Links between actions of Rural Development) approach
Conduct capacity assessment of the LAG and identify their training needs .
Work with LAG members to draft and finalize local Development Strategy (LDS)
Organize presentation and discussion of LDS at the community level and its approval from LAG
Assist LAG members and other community stakeholders to develop expressions of interests and full applications forms to leverage grant resources for the implementation of LDS.
Develop LAG capacity development plan and manage the implementation of the plan
Support LAG in advocacy/lobbing activities on the various levels and with various stakeholders
Assist in raising awareness on the LEADER approach among LAG members
Prepare report on LAG activities and achievements
Support LAG to develop transparent selection procedures for sub-projects
Support LAG with review and decision-making in terms of funding of sub-grant applications
Support LAG with monitoring and evaluation of sub-projects
Maintain LAG filing system as hard and soft copies in the online filing system
Fill in the information to the remote monitoring system.

Job Requirements:

Bachelor of Master’s degree public administration, social sciences or related fields

At least three years of experience of working in community development sector
Familiar with EU LEADER approach is advantage
Excellent training and meetings facilitation skills
Familiarity with the urban development
Fluency in English, Pashto and Dari languages, spoken and written.
Excellent communication skills
Computer literacy and proficiency with Microsoft office, MS Excel, Power Point
Strong organizational skills
Ability to work simultaneously on multiple tasks
Willingness and ability to work effectively with a wide variety of people
Ability to work as part of a team and coordinate with project personnel
Willingness to be flexible in work-hours at times
