Watan’s Social and Technical services Association «WSTA» is a humanitarian organization, established in 1992 for the purpose of assisting vulnerable Afghan returnees and IDPs, This organization has been registered with ministry of Economy and has the permission to work in all over the country. As well as WSTA has membership of ANCB, ACBAR and based on code No. WON and registration No. OPS-CR-0535, with estimable UNOPS office.
WSTA has received funds from Afghanistan Humanitarian Fund (AHF- OCHA) under ES/NFI cluster 2nd RA 2021, to provide shelter and NFI support assistance to conflict and natural disaster affected IDPs and non-displaced population in Center of Bamyan province and Eshtarly, Khedir, Sang-e-Takht and Neli districts of Daikundi province. The project will be implemented in close coordination with AHF, ES/NFI cluster, OCHA field unit, IOM, ANDMA, DoRR and other humanitarian actors in target locations.
Under direct supervision of the logistics management / Project line manager and with the support of procurement committee, the Logistic-Supply Assistant will be response for procurement, logistics and supplies of the project in compliance with donor requirements and organizational policies/guidelines. He/she will perform the following activities;
Duties & Responsibilities:
Specific objectives include, but are not limited to:
Keep up to date the Inventory list of WSTA in country level.
Conduct timely physical count of inventory and make update reporting.
Maintain proper filing system.
Closely work with Maintenance Assistant to monitoring the stock/ store and build up good controlling system.
To ensure proper utilization and maintenance of WSTA’s Assets/ Inventories.
To ensure legitimate use of office equipment and arrange timely servicing.
Ensure physical facility for storage of materials, tools & equipment’s in the stock/ store, office.
Coordination and monitoring on regular base the cleanliness of facilities and the condition of stored commodities, goods and materials.
To insure that all assets are properly inventoried based on the standard format of WSTA.
Closely work with WSTA sub Offices and get report of them about any update of inventory and assets.
Any other tasks assigned by Supervisor.
In accordance with procedures, responsible for ensuring appropriate authorizations and documentation for procurement activities in the country level.
Implement WSTA procurement policies and procedures, adhere to them and ensure proper use of them and all related standardized forms and formats.
Closely work with Finance Manager and procurement officer and support him in daily activities and procuring the goods and services.
Ensure that WSTA office(s) receives quality goods and services at the most competitive prices.
Familiar with tax dedication and tax payment to MoF.
Assist with Finance Manager in draft of new contracts and handling good reporting when it require.
Make RFQ, ITB and participate in opening sessions.
Keep up to date the procurement tracking sheet, price list and vendor list of WSTA.
Ensuring the procurement activity are carried out within policies and producers mentioned in WSTA Procurement Manual.
Develop procurement plan for new project and annual procurement plan.
Find out potential supplier to deal with them.
Closely work and coordinate with finance department for payments of suppliers.
Support sub offices in procurement affairs.
Any other tasks assigned by supervisor.
Administration and filing
Ensure a proper filing system of logistics documents’.
Support logistics documentation in case of audit
Ensure information flow with relevant departments.
Performance of logistics section administrative affairs.
Assist other team members within the work group to achieve maintenance and/or other directive related to the position and to take proper care of work, tools and equipment.
Demonstrate a commitment to quality assurance for all works undertaken and to observe polices procedures and occupational health and safety regulations of work place.
Conduct good coordinating and communication with other WSTA member and supply on time the requirements of them.
On time refueling the fuel reservoir of offices. And on time report the consumption to supervisor.
Support sub offices in daily activities and get proper report of them.
The Logistic-Supply Assistant reports to Finance Manager – in his/her absence – he/she reports – to the WSTA Country Director.
Priority Responsibilities and Tasks (in the coming 3 Months)
The priority of responsibilities will mention by Finance Manager after recruitment
Bachelor Business Administration (BBA). with a relevant combination of academic qualifications and experience in areas such as transport or logistic operations/management, supply chain management, etc. may be accepted in lieu of the advanced university degree.
At least 3 years of progressively responsible experience in logistics operations.
Time Management Skills, logistical skills
Good knowledge of MS Office
Advance level English
Good ethical skills
