About ACTED:

ACTED, the Agency for Technical Co-operation and Development is an NGO registered in France with global operations in Central Asia, Europe, Latin America, South Asia, Middle East and Africa. ACTED has been active in Afghanistan since 1993, and is one of the largest NGOs in the country, capitalizing on a continued 15-years presence in Afghanistan throughout successive regimes and on established operations throughout Central Asia. ACTED operates mainly in the North, Northeastern and Central areas of Afghanistan. Originally focused on humanitarian relief, ACTED Afghanistan is now working through an integrated development approach. Although still responsive to natural and humanitarian crisis, including support to flood and drought affected populations as well as sustainable reintegration for returnees, ACTED Afghanistan main area of intervention is now the promotion of community-driven rural development. Within this framework, ACTED Afghanistan is the largest NGO facilitating partner of the National Solidarity Programme, working in 1,721 communities spread over five provinces in the North. Its present operations reach about 7,8% of the Afghan rural population.

Job Description:

  • Develops training modules and methodologies on community-based construction projects;
  • Generates monthly progress reports on NSP villages infrastructure projects;
  • Ensures technical inputs into construction projects designs;
  • Develops monitoring and evaluation tools for NSP infrastructure projects;
  • Undertakes technical assessment, designs and estimates NSP infrastructure projects;
  • Provides technical assistance to community development councils in project implementation, monitoring and evaluation
  • Writing proposals for the proposed projects.
  • Control and management of a team
  • Train of sites engineer, technical supervisors and community members
  • Guidance of work before to be started
  • Sketch the given constructive work
  • Estimation of the needed material for the proposed project
  • Making the reports to provincial Engineer
  • Staff management and coordination, including Technical supervisors, masons, etc.
  • Writing proposals for the proposed projects.
  • Monitoring and evaluation of rehabilitation and construction work in related communities’ projects.
  • Provide report to NSP provincial engineer on work program.
  • Give and solve technical advice to communities for achievement of projects.
  • Perform other duties requested by his/her supervisor
  • Able to work on computer’s program like word, excel and AutoCAD will be distinction.

Job Requirements:

  • Preference will be given to he/she with the following qualifications;
  • University degree of Engineering (Building construction, Water supply, Road rehabilitation)
  • A minimum of 3 years experience in developmental programs with an emphasize on general infrastructure design and construction preferably with an International NGO;
  • Experience in design, evaluation and estimation of projects;
  • Experience in development of training modules and methodologies for community-based construction;
  • Knowledge and practical experience in development of educational materials for project;
  • Management skill
  • Good English knowledge including good drafting skills will be an asset
  • Initiative and ability to work independently with minimum supervisory guidance.
  • Strong report writing, both analytical and technical
  • Willing to travel to Projects.
  • Good communication skill and fluency in Dari.
