The IRC opened the country program in Afghanistan in 1988. Our programs span the range from humanitarian relief to early recovery and development activities, focusing on child protection, education, economic wellbeing, health, and power. The IRC works in 9 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 500 staff.

Job Description:

Areas of Responsibilities:

Area 1: Technical Support (60%)

  • Provide technical direction support to the sectoral technical coordinators and/or deputies 
  • Ensure that key learnings are extracted from implementation and incorporate them in project design to improve the overall quality of CVA through:
  • Conducting regular check-ins with the field team and project stakeholders to document challenges and lessons-learned
  • Provide technical assistance to the development of the key tool in cash, including the Cash Relief Operating Procedures (CROPs), Program Controls Checklist (PCC), and Program Implementation Note (PIN); as well as other key guidance, as needed, in collaboration with the Technical Advisors and the relevant sectoral technical coordinators
  • Provide technical assistance in review, translation, and contextualization of the PIN, PCC, and CROPs, when required 
  • Provide systematic training and build the capacity of staff from different departments conducting CVA interventions at Kabul and provinces (will require travel to the provinces).
  • Provide technical monitoring/quality support to the field offices 
  • Provide technical assistance to local partners’ staff and project oversight  
  • Engage in regular check-ins with the cash focal points at the Kabul level to understand sectoral cash assistance programming priorities
  • Whenever possible, conduct information-sharing meetings with staff at Kabul and provinces on key findings from researches in-country and at the regional level
  • Ensure key lessons learned from the PDMs are considered in improving our quality of intervention implementation as well as future project designs
  • Ensure links are made across sector teams for sharing tools, resources, and lessons learned.

Area 2: Representation (15%)

  • Develop a network of contacts at field level (INGOs, Government, technical or scientific) to allow a smooth implementation of the project;
  • Explain the project’s activities and objectives to donors, partners, and communities as needed.
  • Support the development and implementation of the Strategic Action Plan (SAP) for CVA outputs under the emergency response outcomes. Contribute to the overall development of the IRC-A SAP and achievement of the strategic objectives and global initiatives. 

Area 3: Concept Note and Proposal Development (15%)

  • Contribute technical input to concept notes, proposals and budget development in collaboration with the business development team
  • Implement other duties and responsibilities assigned by his/her supervisor in line with the job description and plan of action

Job Requirements:

  • At least BA degree in Agricultural economics, Development Studies, sociology and social anthropology, Food Security studies;
  • At least 5 to 7 years of relevant experience in a humanitarian organization (NGOs) out of which two years in cash and voucher interventions at the senior level.
  • Good working knowledge in food security and cash and voucher programming.
  • Must demonstrate willingness to mentor and support departmental staff
  • Fluent in speaking and writing English and speak/write one of the local languages (Dari/Pashto/Uzbeki)
  • Computer literacy in MS Office Package (in particular Word, Excel, Power Point)
  • Must have good time management, multitasking skills
  • Good teamwork and leadership skills are essential in order to motivate different groups of people to fulfill their responsibilities within a given time frame.
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills;
