The IRC works in 9 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 500 staff.

Job Description:

Gender Equality in Operation

  • Gender audit of staff data & HR policies & practices
  • Gender assessment of organizational culture
  • GE integration strategy/action plan
  • Support [email protected] groups and GE Champions
  • Internal consultations, awareness-raising and training
  • Impact assessment of gender training and awareness-raising activities
  • Support GE in S&S and Safeguarding areas
  • Explore opportunities to integrate GE considerations in other operational areas, e.g. supply chain

Gender Equality in Program

  • Review proposals and other tasks to support gender-transformative programming
  • Gender analysis (qualitative)
  • Analysis of M&E data (quantitative)
  • Case studies (geographic, thematic, group-specific, etc.)
  • Desk reviews
  • Gender-mainstreaming in other assessments
  • Gender audit of programs
  • Sector-specific analytical discussions and capacity-building to apply the gender lens
  • Gender-mainstreaming strategy

Capacity building

  • Assessment of staff capacity & training needs related to applying the gender lens
  • Development of tailored capacity building plans and programs
  • General and tailored training
  • Other capacity-building activities (e.g., analytical discussions, on-the-job training)
  • Awareness-raising on GE, including in specific thematic areas


  • Producing newsletters, info sheets, videos, etc. for staff and other stakeholders as required
  • Publishing blogs on RescueNet
  • Representing IRC Afghanistan in meetings with partners, stakeholders and clients as directed by supervisor
  • Developing training manuals for staff
  • Organizing and facilitating discussions, interviews, etc.
  • Translating IEC materials on GE between English, Pashto and Dari
  • Networking with women-led organizations and other stakeholders

Job Requirements:

Formal training and/or professional experience

  • Designing and conducting quantitative and qualitative gender analysis and research
  • Designing and conducting tailored training and awareness-raising on GE
  • Gender-mainstreaming in programs
  • Producing information, education, and communication products
  • Competency in spoken and written communication in English, Pashto, and Dari
  • Analytical perspectives on the cultural, (geo)political and socio-economic gender dynamics in Afghanistan
  • Master’s degree in International Development, Gender Studies, International Relations, Social Sciences or related field with specific focus on gender
  • Minimum 06 Years of relevant experience of gender mainstreaming in a strategic and senior management role.

Other skills and knowledge

  • Competency in spoken and written communication in English, Pashto, and Dari
  • Field experience and analytical understanding of the cultural, (geo)political and socio-economic gender dynamics in Afghanistan is desired
  • Familiarity with a participatory methodology for training and research is a big plus.
