Founded in 2011, the core purpose of WRN is to amplify the voices of unheard, marginalized women, and with them address the interlinked issues of peace, militarization, forced displacements, (in) security, justice, and governance in South Asia. To this end, WRN connects women peace advocates, committed to working collectively within and across national borders and cultures in traditionally conflicted countries. WRN’s pursuit is reflected in its history where its unique Community Conversations have been used to deliver specific advocacy campaigns to ensure grassroots women’s concerns and their voices shape political discourse, policy development, and program implementation which affect them.  

Context Analysis:


Decades of devastating and brutal war have claimed countless victims among the oppressed people of Afghanistan, mainly among the civilian population, with women and children often the primary targets; people have paid the irreparable human, material, and spiritual price of war with their lives, properties, rights, and interests.

With the start of the “negotiations and peace talks between Afghans,” WRN strongly believes the families and relatives of the victims of war and violence should actively participate in this process. Their voices should be heard and concerns should be taken into account in all aspects of the final agreement.

The perpetrators of the crimes should be held accountable, and their sentences should not be suspended; neither should they be subject to statutes of limitation. WRN maintains that peace cannot be realistic and sustainable without respect for human rights, justice, equality, and ending the culture of impunity and violence. Therefore, the negotiating parties should recognize the active participation of victims in the negotiation process, as it is one of the main pillars of sustainable peace. The negotiation process should not lead to the re-victimization of war victims.

Job Description:

Field Research & Methodology

The consultant will conduct Research on the Rights of the Victims of War in the selected communities of Kabul and Kandahar.

All matters related to the fieldwork will be finalized with the WRN prior to the onset of the fieldwork. The Country Coordinator will facilitate the Researcher to seek permission to conduct fieldwork in specified areas.

The Researcher may include any other geographic area(s) that has significance related to War victims after justifying, discussing its essentiality, and with the agreement of the WRN. The Researcher(s) will conduct the fieldwork in accordance with the specified and agreed-upon methodology and guidelines provided by the WRN. The proposed Research will include quantitative and qualitative methods (as required), with the scientific use of purposive random systematic sampling technique, to collect data from beneficiaries and other stakeholders. The questionnaires designed for each data collection method will be approved by the WRN and pilot-tested (if possible or required). The Researcher(s) will respect the following:

The research will be conducted ethically and legally, with particular regard for the welfare of those involved in and affected by the Research. Impartiality & Independence: Research will be impartial, providing a comprehensive and unbiased assessment that considers all stakeholders’ views.

Transparency: research activities shall reflect an attitude of openness and transparency.
A letter of introduction on behalf of the implementing partner will be provided, if needed, to confirm the intent and academic exercise of this study, especially if required by the local government agencies.

Data analysis

The consultant will liaise with the Country Coordinator to ensure analysis is gendered and present the gaps in implementation and impact on women.

Data collection will be conducted to warrants homogeneity, i.e., all subjects undergo a uniform process as the same tools are used in each geographical area in the same manner by the Researcher, its team. 

Job Requirements:

Writing & Editing

The Report writing will be based on the WRN’s specified report style and format, including the recommendations.

The Report will be between 12,000 to 15,000 + words. The first draft document will be submitted for input and any further revisions or changes deemed appropriate by the WRN research advisory group and the Country Coordinator.

The second draft (or the final draft) that incorporates the required changes will be shared with the WRN for finalization, quality assurance, and approval, including by the Convener and the regional coordinator.


The Report will be logically structured, containing evidence-based findings and analyses. It will comprise of but not limited to the following:  

Background to the research study
Purpose and objective of the study
Study approach and methodology
Target population
Sampling Techniques
Limitations and Challenges
Conclusions and Discussions
Recommendations (May be split into National and International)

Ethical Considerations

The consultant shall conduct herself with the fullest regard for the purposes and principles of WRN and befitting her relationship with WRN under the contract.

The consultant shall not engage in any incompatible activities with those purposes and principles or the proper discharge of her duties regarding the Research. 

The Research(s) will agree to conduct fieldwork with complete respect for every participant, without any biases, and will strictly maintain confidentiality and anonymity of the participants at all times.

The Researcher(s) will avoid any action and any public pronouncement that may adversely reflect on this contractual agreement or the integrity, independence, and impartiality required by this partnership.

During the fieldwork, the research participants will be notified about the nature of the topic. They will be told about the survey’s intent and its use and that they will not be implicated legally or otherwise.


The assignment will be completed from the 25th June 2021 to the 29th December 2021 as specified in the TOR.
