About CTG-UNHAB (NORAD):

The United Nations Human Settlements Programme (UN-Habitat), is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable town and cities with the goal of providing adequate shelter for all. This post is located in the UN Habitat Regional Office for Asia and Pacific (ROAP) at the Kandahar, Mazar, Bamyan and Jalalabad duty station.

UN-Habitat Afghanistan:

The United Nations Human Settlements Programme, UN-Habitat, has been working in Afghanistan since 1992 with funding support from USAID, Japanese and Australian Governments, EU, DFID, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several bilateral donors as well as the World Bank.  During this period, UN-Habitat’s country programme has expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment projects.

Reporting Relationships

This position reports to the Program Officers (Municipal Finance and Gvernance), Team Leader and Provincial Manager

Job Description:

Under the Direct supervision of Team Leader/Provincial Manager his/her duties and responsibilities will be as follows

Programme implementation support:

Support the effective and efficient execution of programme activities by working in close collaboration with the relevant institutions and project teams, at the national and local levels;
Ensure coordination of different programme components among different provinces during the implementation of the sub-projects and activities;
Assist Provincial/Regional Mangers in the development of annual implementation programme work plans and to coordinate the timely completion of contracted targets.

2) Contribute to UN-Habitat’s support to GoIRA and partners:

Support the co-ordination and consultation with concerned Local Authorities on national and provincial level to ensure programme alignment with government needs and priorities;
Coordinate provincial capacity development activities on programme components and technical guidelines;
Contribute to the consolidation and development of new ideas, concepts, innovations and new programmes and approaches;

3) Lead the municipal finance activities in the relevant region:

Support the sustainable increase in safayi collection
Provide support in strengthening municipal finance, revenue collection systems and Safayi taxes, especially of the Nahia offices
Oversee the calculation of Safayi invoices in the database
Coordinate the safayi invoice printing and distribution closely working with database department and GIS departments to all for the further follow up of safayi collection and  area collection.
Assist the district staff in preparing safayi invoices and revenue recording and reporting
Preparation of land value and zoning timetable and application of the methodology with district and municipal staff
Ensure the social mobilization is properly coordinated with the Waklili Gozars
Lead in improving municipal finance accountability and transparency
Support awareness raising on safyi among communities in close cooperation with Nahias and muncipal revenue deparments
Work daily with revenue department .

Land and property taxation institutions strengthened, processes improved and stream-Lined
Social contract and State legitimacy strengthened through improved transparency and participation in collection and local expenditure of land and property taxation;
Municipalities have increased revenue from land and property taxation;
Strengthened capacity of relevant actors to promote, establish and/or implement land and property taxation programmes in the country;

Job Requirements:

Education:

Applicants should have Diploma or University degree in Economics, Business Administration, Land Management and other related degrees. 

Experience: 

Applicants should have minimum two years of experience in the field of municipal finance, financial management preferably with the United Nations and other international agencies, and NGOs

Language:

For the Revenue Mobilizer’s positions  fluency in oral and written Dari (and or Pashto) are required, and basic familiarity of English language is preferred.

Other: 

Applicants familiarity with municipalities, their working procedures and framework is an asset
