Cordaid is working in and on fragility, and has been active in Afghanistan since 2001, aiming at a stable and peaceful country. We work across the triple nexus of humanitarian aid, peacebuilding and development in 6 thematic areas, supported by lobby and advocacy activities. These encompass: humanitarian aid; inclusive peace;  security & justice; health care; resilience & livelihoods; and, private sector development. We provide programmatic leadership and require that our operations and those of our local partners are implemented to the highest standards complemented with knowledge generation that incorporates best practices and lessons learned.

The Afghanistan health system has made considerable progress, and the health indicators have also significantly improved between 2003 and 2020. The key enablers for the health sector’s improvements have seen strong local stewardship, sound and stable policy frameworks, prioritization of investments in primary care, and BPHS and EPHS implementation. However, the COVID-19 outbreak poses a significant challenge to the country that is already struggling with deep-seated poverty and long-running conflict, and political instability. The implications of existing conflict and the newly emerged COVID-19 crisis go deeper than stats and figures, resulting in long-lasting damage to the physical, mental, social, and economic well-being of individuals, families, and communities.

To contribute to the health response in mitigating the recent COVID-19 outbreak and reducing related morbidity and mortality, Cordaid has been mobilizing resources to implement cost-effective and high impact interventions in the country. In partnership with Agha Khan Foundation (AKF), Cordaid is initiating an EU Funded Project to strengthen Afghanistan’s COVID-19 response.  The project will cover 16 provinces, while Cordaid, with its local partners, will implement the project planned activities in 8 out of the 16 target provinces.

This position’s incumbent is responsible for the sample collection from the suspected COVID-19 patient coming to health facility as well as at community level, its transfer to COVID-19 testing center and follow up of at district level to ensure the COVID-19 sample transferred, tested and result documented in line with the WHO recommended sample collection, transfer and test procedures.

Functional Responsibilities

  • To collect samples of COVID19 suspected patients aligned with WHO guideline.
  • To transfer and collected COVID19 samples to the nearest diagnostic centers for diagnosis aligned with sample transfer guideline in close coordination with district level rapid response teams.

  • To apply and practice infection prevention and control (IP&C) guideline of MoPH at health facility level in coordination with HF manager.
  • To ensure sufficient supply and materials availability at health facility level for COVID19 suspected patients sample collection and maintain proper record of consumption and stock.
  • To support required lab tests and examinations as necessary at health facility level.
  • To conduct outreach sample collection from COVID19 suspected patients at schools/madrassas, universities, and communities as per need to achieve the assigned targets.
  • Record all data and results in specified forms (paper and electronic) with accuracy and responsibility.
  • Maintain equipment and assist in ordering COVID19 necessary laboratory supplies
  • Ensure that all safety guidelines are followed strictly at all times and maintain a clean and orderly environment.
  • Conduct regular awareness to the clients on COVID19 prevention, signs, symptoms, diagnosis and treatment.
  • Ensure all suspected clients referred for lab tests are tested in the best possible quality and recorded and track the referred cases from the reference lab.
  • The lab results of suspected COVDI19 cases are communicated aligned with COVID19 communication guideline in consideration of patient privacy. 
  • Develop and submit all the required reports such as daily, weekly, monthly and progress reports as required aligned with project requirements.
  • To perform any other duties as required by the health provincial coordinator.

Job Requirements:

Education/Experience/Language requirements:

  • Preferably Bachlor/ Institute of Health Sciences
  • At least three years of experience in medical laboratory
  • Good understanding of COVID-19 prevention, diagnosis, and treatment
  • Excellent oral and written communication skills in local languages and working knowledge of English is preferred.  

Skills:

  • Ability to seek and apply knowledge, information, and best practices from within and outside of Cordaid,
  • Ability to establish priorities and to plan, coordinate and do sample collection.
  • Spoken and written competence in Dari, and Pashtu. English is preferable.
  • Able to travel freely to project sites at the district level,
  • Good computer skills; including the ability to use MS Word, Excel, and PowerPoint
  • Ability to collect data, establish facts, define problems, work proactively, and draw valid conclusions.
  • Extremely flexible with the ability to cope with stressful situations
