Scope of work:
The Senior Budget Assistant will work under the direct supervision of the Head of the Budget Coordination Unit. Will be positioned in Budget Coordination Unit (BCU) of Finance Department. Stationed in Kabul Management Office (KMO). She will back up the current senior budget officer. This position holder will be mainly responsible to ensure the details of the budget have compliance with verification checklists. Consequently, will prepare feedback reports. And will automatically enter all budgets into the financial system (iSCALA).
The Senior Budget Assistant will directly report to Head Budget Coordination Unit. And will back up the current Senior Budget Officer.
She will check the details of the budget against the budget verification checklists, funds, principles, and instructions of budget directives, historical cost, and other standard unit rates & specifications.
Keep updated on donor requirements and special conditions in terms of budgeting and reporting.
The Senior Budget Assistant will record her feedback in a specified template about any deviations and give it to the HoBCU for further follow-up with budget holders.
She will automatically enter all budgets into the financial system.
Should follow a different course of reconciliations to make sure the entered budgets tally with detailed budgets.
To ensure the confidentiality of SCA budget information and records.
Assist Senior Budget Officer in following areas:
Keeping active track of donors’ contracts and agreements.
Coding the newly proposed budgets
Support budget holders in the budgeting process if assigned by HoBCU.
Any other official task assigned by Head of Budget Coordination Unit.
Qualifications & Requirements:
Graduated from any recognized college or university, having BBA or B.Sc. (Economics) Bachelor’s Degree, or equivalent, in the related professional field. A Master’s Degree will be a plus point.
Experience in financial management, familiarity with financial databases, and other common procedural guidelines.
At least 3 years of working experience preferably with one of the international NGOs or UN agencies. At least 1-year of relevant work experience in the field of financial management.
Computer literate and should be skilled using the financial database. Having knowledge of iSCALA software is a plus point.
Excellent in speaking, reading, and writing English, Dari and Pashto languages.
She should be able to travel to all regional management and liaison offices under the SCA coverage area.
Must be patient, and have very good interpersonal, communication, and problem-solving skills
Willing to take responsibility for own work and honestly seeking to achieve organizational and personal objectives.
Builds and maintains effective relationships with the team, colleagues, approachable, diplomatic, and supportive with developed listening skills.
