About Swedish Committee for Afghanistan (SCA) :
The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:
Under direct supervision of the Rural Development Project Manager, the Senior Officer is responsible for supporting the professional and efficient implementation of field level Rural Development Project related activities, provides capacity building and technical support to field staff and local partners. Provides support for the development of project concept note, technical materials and resources for Rural Livelihoods, Disaster Risk Reduction (DRD) and Resilience projects with particular attention to gender equality, integrated Natural Resource Management (NRM), environmental sustainability and conflict sensitivity. The Senior Officer supervise field staff for planning of activities. He /She maintains close cooperation with the targeted local communities, district managers/ technical field staff, both provincial and district authorities and, take active part in the planning and implementation of activities, reporting as well as will take necessary steps, measuring changes or improvements in capacity of district-based staff to apply community-led approach implementation method and resilience approach to Disaster Risk Reduction (DDR).
Undertake the baseline survey process, develop data collection tool for the measurement of project implementation impact during mapping the end-line.
Provide contribution and technical supports in capacity building of Rural Development Project staff Rural Livelihood (RL), Disaster Risk Reduction (DRR), Natural Resource Management (NRM) Projects. This includes design of training need assessment, capacity building strategy and approach; and operation tools to operationalize the capacity building plans.
Provide strong technical support in design and development of technical material such as implementation guideline, need assessment tools, conduct field-based assessments, analyze the collected data, and develop quality narrative reports for the need assessment conducted; provide inputs in project operational manuals and other technical guidelines for the project implementation.
Provide effective strong technical support in the following areas: design of operational manual and tools, designing effective community mobilization strategy and approach, conducting comprehensive community vulnerability and capacity assessments, developing community-based disaster risk management plans and mechanisms, design and implementation of capacity building package to community-based disaster risk reduction committees, implementation of collective livelihoods projects that lead to community reliance and social cohesion building.
Assess the relevance of the training activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs to add quality to the work being accomplished and propose adjustments to the training and coaching activities when necessary.
Identify training needs and gaps for the smooth function of Rural Development Project related activity.
Develop training module, conduct, and facilitate training and workshops for the project staff, local partners, and local authorities as per the workplan and training need assessment result.
Maintain training data (qualitative and quantitative) and do analysis regularly to make sure planned activities and trainings improve skills and knowledge of the target groups.
Develop assessment tools for the identification of potential value chains and responsible for the potential value chain assessment and developing plan for implementation.
Conduct regular field visit, troubleshooting, monitor and supervise social organizers training and provide regular feedback for program improvement.
Document lessons learnt from implementation and actively contribute to revision of guidelines and manuals; support in data collection and design of case studies and success stories; and conduct regular process monitoring to the target districts.
Assist the Rural Development Project Manager at the stage of developing annual workplan, budget, revision, and reporting progress of achievements against annual target through updating result framework and implementation of annual work plans and M&E plans in close coordination with Data Management Unit.
Ensure that after SCA exit, a long-lasting livelihoods project will remain in target communities.
Develop a monitoring system to ensure goals and objectives specifically in Rural Development Project interventions are achieved within the given timeframe and approved budget.
Prepare project reports as required by the line supervisors in a timely manner. Document all the progress of activities (at activity, output, and impact level) and maintain project data, record, and documents.
Ensure that the Gender Equality (GE) is integrated as an effective crosscutting theme into the project activities.
Organize regular technical meeting with district-based staff to ensure close monitoring of activities at implementation level and resolve any technical and implementation difficulties.
Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.
Make regular field visits to observe and provide technical support and advice to district-based staff and local partners. Also, to track progress and ensure proposer implementation of project activities.
Qualifications & Job Requirements:
University degree in development studies, socio- economic development, Business Administration, Humanitarian Development Management, Rural Livelihood, Agriculture, and related field.
Experience with working with multiple stakeholders, including private sector, development agencies, government authorities, NGOs and social enterprise, in sub-sector/s relevant to livelihood engagement e.g., microfinance, employment, entrepreneurship, private sector development, local economic development, micro-finance, poverty reduction, agriculture, livestock, vocational and technical education and training, etc.
2-4 years of experience developing disaster risk reduction and reliance strategy and monitoring systems to assess program efforts that ensure reliance building, income diversification in development sectors.
1-3 years of experience providing technical support to teams, particular on implementation, monitoring and evaluation of Rural Development Program.
Solid, documented experience in one or more of the following areas: relevant rural livelihood, private sector development, value chain development, socio-economic development, agriculture, disaster risk reduction, income diversification, building resilience and poverty reduction.
Travel to target districts required up to 25-35% of the time.
Fluently spoken and written command in English as well as local language (Dari and Pashto)
