Introduction to the Progran:

The recent wave of returnees and the growing IDP population have put an enormous pressure on Afghanistan’s inundated service delivery systems, as well as on the social, economic and physical infrastructure of the communities that host these groups. The Eshiteghal Zaiee – Karmondena (EZ-Kar) is a Project that proposes to mitigate the enormous pressure caused by the displacement crises, while also enhancing the opportunities it presents for economic development. Thus EZ-Kar fits within the international context of integrating humanitarian approaches with development. There is a strong emphasis in the project on regulatory reforms at municipal and national levels to support business owners and enhance the ease of doing business, developing market-based infrastructure, and creating short and medium term economic opportunities as well as removing impediments to their re-integration.  The Project Development Objective (PDO) is to provide an enabling environment for economic opportunities in cities where there’s a high influx of displaced people. The EZ-Kar project will reach Afghan refugees living in Pakistan and citizens within Afghanistan in 13 cities in Afghanistan namely: Jalalabad (Nangarhar), Kabul City (Kabul Province), Kandahar City (Kandahar Province), Herat City (Herat Province), Puli Khumri (Baghlan), Maimana (Faryab), Ferozkoh/ Chaghcheran (Ghor), Khost Matun (Khost province), Asadabad (Kunar), Kunduz City (Kunduz Province), Mehtarlam (Laghman), Parun (Nuristan) and Taloqan (Takhar). The EZ-Kar is again an inter-ministerial approach to the displacement crises, with multiple implementing agencies (IAs) including the Ministry of Foreign Affairs (MoFA), the Ministry of Economy (MoEc), the Kabul Municipality (KM), and the Independent Directorate of Local Governance (ILDG).

The MoEC handles Component #5 of the EZ-Kar which includes: (a) national level regulatory reforms and (b) serving as the lead agency for the Program and thus coordinating between the four different implementing agencies for all five components. The MoEC will execute this through a Project Implementation Unit (PIU) embedded within the Ministry’s Directorate of Local Services, under the Deputy Ministry for Technical Affairs.

Job Description:

Roles and Responsibilities

General: The incumbent will be responsible for setting up and maintaining an efficient Management Information System (MIS) for the EZ-Kar Component 5. He/she will also be responsible for linking up the EZ-Kar related MIS between the various IAs.


Work with the M&E/MIS Manager to detail out the MIS requirements to capture EZ-Kar data to respond to (a) the Results Framework, (b) implementation progress, (c) adherence to policies and procedural frameworks, and (d) quality assurance.
Based on these requirements, support technical work such as reviewing M&E systems, designing M&E tools and advising M&E/MIS Manager on technical assistance; Provide professional consultation in design and development of an efficient web-based and decentralized database.
Assume technical leadership in designing an efficient web-based and decentralized database that sufficiently captures all key data required both for program reporting and for ensuring program quality. The MIS should include auto-generated reporting features for all standardized indicators. The MIS should be designed in such a way that key data for the project’s results indicators collected and monitored by the multiple implementing agencies can be consolidated regularly updated at the project level (without requiring duplicate raw data collection or entry).
Share the draft module with the management team, incorporate their feedback and finalize its set-up.
Take specific measures and introduce reliable mechanisms for maintaining the security of MIS systems and EZ-Kar databases to make sure that data and information are secured from external threats such as virus and malware attacks, etc.
Make sure that all data and information about EZ-Kar implementation and key indicators are regularly updated on EZ-Kar website preferably in real time.
Ensure Quality Control and Best Practices Implementation in Designing of web-based system, Oversee and participate in evaluations and Impact assessments of EZ-Kar MIS;
Conduct continuous oversight and monitoring of EZ-Kar MIS operation and conduct maintenance of EZ-Kar MIS in a timely manner;
Train the team of data entry officers in uploading the data into the system. And closely work government and civil servant counterpart to transfer knowledge and skills.
Support the M&E/MIS Manager in training the monitoring staff in the extraction of data from the system and its analysis.
Periodically review randomly extracted data sets, covering all data every few months, and examine actual errors or potential red flags showing up in the data review.
Provide the management with requested data in a speedy, efficient and accurate manner.
Provide responses to auditors/ donors on requests for data on the program. Ensure ambiguities or any irregularities shown in the data is properly explained before dissemination.
Support the Operations Manager in preparing specifications for IT equipment and software, and support the procurement/admin teams in their quality checks.
Support the management team in establishing EZ-Kar office email and internet protocols and in implementing them.
Support the maintenance and expansion of the MIS system as and when there is an expansion to the EZ-Kar in terms of new/ revised components, new/ revised sub-programs, or follow-on phases.
Any other responsibilities that may be reasonably required by the M&E MIS Manager and/or Executive Director.

A Master’s Degree in Information Technology, Computer Sciences, Programming, Applications/Software Development, Information systems, or a related field is preferred. A Bachelor’s Degree in the stated disciplines is required.

(Note: Exceptionally a Bachelor’s Degree in other disciplines will also be considered provided the work experience of the candidate(s) is considered ideal).

Work Experience:

With a Master’s degree: a minimum of 4 years of work experience including at least two full years of experience developing and/or managing an MIS or database system is required; With a Bachelor’s degree, a minimum of 6 years of work experience  including at least two full years of experience developing and/or managing an MIS or database system is required;

Other Requirements:

Understanding and experience with designing large and complex database systems, including linking existing stand-alone systems with each other.
Experience in Managing Large and Complex Software Development Projects as Supervisor/Analyst/Programmer.
Experience in Business Process Re-engineering for complex environments.
Familiarity and Experience in most commonly used software such as SQL Server, Oracle, Visual Studio, ASP.NET, MS Office (especially Word, Excel, Access, and PowerPoint), particularly data base management programs.
Having Professional IT Certifications is an Extra Advantage.
Working fluency in English
Fluency in Dari and/or Pashto
Ability to work under pressure and with frequency changing priorities
Ability to work with minimal supervision and be self-motivated
Ability to work with teams both as lead and as member
Willingness to travel to all of the Program cities
