About Kabul Municipality, Kabul MunIcipal Development Program (KMDP):

The Kabul Municipality is responsible for implementing Kabul Municipal Development program (KMDP) and Eshteghal Zaiee Karmondena (EZ-KAR) Project on behalf of the Government of Islamic Republic of Afghanistan. The primary focus of the KMDP is to increase access to basic municipal services in selected residential areas of Kabul City and strengthen municipal finance management of Kabul Municipality and the project development objective of EZ-KAR is to strengthen the enabling environment for economic opportunities in cities (including Kabul Municipality) where there is a high influx of displaced people.

Both projects are financed by the World Bank Group. The Project Management Unit (PMU) under the supervision of the Kabul Mayor has been setup at the Kabul Municipality (KM) to implement and administer the two Projects.

1- The KMDP Project is under the implementation stage which consists of the following main components:

Infrastructure upgrading program
Redesign of Kabul Municipality’s Financial Management System
Project Management, Works, Design and Supervision
Contingent Emergency Response

 

2- The EZ-KAR Project is also under the implementation stage which consists of the following main components:

 

Component 1: Regional and National Integration of Displaced Persons
Component 2: Short Term Employment Opportunities and Market Enabling Infrastructure Under IDLG
Component 3: Prioritized Urban Investments In Four Provincial Capital Cities
Component 4: Market Enabling Infrastructure and Reforms for Kabul Municipality

Component 5: National Regulatory Reforms and Program Coordination

Job Description:

The Snr. Procurement Officer, under the supervision of the Senior Procurement Specialist, is responsible for assisting in preparation and award of all contracts under Component 4 of Ez-Kar Project in accordance with the World Bank Procurement Guidelines and The World Bank Bank’s Regulation for Procurement under IPF. The contracts may include the civil works, consultancy services, non-consulting services and goods. The attributes and responsibilities of the incumbent are following

 

The individual would be responsible for the following activities:

Overall implementation of the EZ-Kar Component 4 procurement and ensuring smooth implementation of each activity according to the Projects Implementation and procurement plan;
Updates the Procurement Section with hard and soft copies of all standard World Bank and National procurement documents, including the procurement law, tendering documents of all kinds, other procurement planning forms, etc in English and, if available, also in Dari, on a regular basis.
Maintains smooth coordination of project procurement activities, and be responsible for following up with the relevant components and ministries departments on the achievement of all project targets;
Application of the Procurement Operational Manual.
Ensures the maintenance of project and contract administration records and the submission of reports;
Monitors financial commitments and unspent balances against contracts;
Facilitates the procurement of all packages under the projects in consultation with the Head of procurement department of KM and Operational coordinator of EZ-Kar and ensure that all procurements are in accordance with the World Bank and GoIRA guidelines. This will include preparation of EOls, SPNs, bidding documents, RFPs, evaluation reports and contracts; and ensure the monitoring and evaluation of performance indicators and outcomes against the targets for the projects;
Prepares other documents necessary to process disbursements and otherwise facilitate payments;
Ensures that the project Procurement is in compliance with all legal covenants of the projects;
Oversee the preparation and updates of monthly work plans of the Procurement Section.
Proposes necessary steps or measures to overcome any critical delays to the completion of the projects procurement activities;
Maintains official project records; establish a proper filing system for all relevant procurement documents and prepare needed reports and documents for the head of procurement department of municipality and project manager (if required);
Provides technical assistance for the implementation of the various procurement activities and shall be directly responsible for the day to day management of the Procurement Section;
Responsible for management and development of institutional and working relationships with the key stakeholders;
Undertakes management tasks as deemed necessary in support of rapid procurement delivery and to implement tasks as assigned by the Support coordinator and project manager.

Job Requirements:

The Sr. Procurement Officer would have the following:

Bachelor’s degree preferably in business, management, development or any other related field.
At least 5 years’ experience of public procurement with international donor funded projects out of which a minimum of 2 years should be in the capacity of Procurement officer or 3 years senior procurement Assistant
Direct work experience in procurement with the United Nations, World Bank, would be a distinct advantage;

 

Key Competencies:

Theoretical knowledge of internationally recognized procurement standards; good understanding of procurement techniques and practices used in the private sector and knowledge of market trends and sources of supply and equipment;
Good understanding of internal procurement policies, practices and procedures; proven analytical skills, including ability to research and analyze data and develop recommendations on procurement contracts awards and related issues;
Ability to obtain information, clarification and agreement on terms of contracts and/or specification requirements; demonstrated ability to apply good judgment in the context of assignments given.
Ability to plan own work and manage conflicting priorities.
Ability to manage staff and contribute to the skills and capacity building
Good communication (spoken and written) skills, including ability to explain and present procurement-related information/requirements and prepare written documents/communications in a clear, concise style. 
Fluency in English in speech, writing and comprehension to the extent of easy comprehension of World Bank procurement documents. Working knowledge of Dari and/or Pashto will be an asset.
Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Reporting & Supervision:  The Sr. Procurement officer will report to Sr. Procurement Specialist and KMDP Team Leader.
