About MUDL Based on 107 the decree dated 1397/9/10 of President of the Islamic Republic of Afghanistan, the Afghanistan Land Authority was merged with the Ministry of Urban Development and Housing under the name of “Ministry of Urban Development and Land” (MUDL) wherein the Deputy Ministry of Land was established under the ministry. Job Description:

Duties and Responsibilities:

Conduct baseline and other surveys as required for collecting and analyzing data required for ESMPs, SEP and other safeguard documents
Carry out extensive public consultations with the affected people (PAPs)
Act as GRM focal point and has the overall responsibility at provincial level to manage social safeguards
Ensure that the relevant safeguards clauses are included in the bidding and contract documents
Receiving, recording, and sorting of grievances and conducting an initial assessment of grievances and suggesting a preliminary decision on complaints before it refers to the oversighting committee
Referring grievances to appropriate units or persons
Tracking, monitoring, documentation, evaluation, and reporting of grievances
Enter all grievances into an excel-sheet or project grievance database to enable tracking and review
Provides progress updates and written information to complainants about results of investigations and action taken
Deal promptly with any issue relating to compensation for damaged property or livelihood (among other environmental and social issues)
Preparing monitoring plan for his or her self to proper manage the GRCs
Prepare the proper scope of work for GRC members
Ensure fair working condition to the laborers, conduct awareness raising programs for laborers at construction/project sites informing them about their opportunities right, duties, hygiene, safety etc. 
Consult ALASP Sr. Social Safeguards Specialist/Engineers on the possible measures, confirming the SMF, EMF and RPF of the project to avoid and minimize the adverse impact of the development projects
Ensure participation and engagement of the affected people and vulnerable groups during consultation and public participation
Organize and conduct orientation and awareness trainings about the project as required
Build strong relationship with the local authorities, local communities, elders and other stakeholders
Travels to Project sites as required
Assist, as necessary, with the logistical aspects of environmental and social safeguard related learning events including maintaining calendars of events and team schedules
Provide timely advice to staff on all aspects of environmental and social safeguards processing procedures and disclosure requirements
Work with ALASP-MUDL staff to brief the various government bodies including the National Environment Protection Agency (NEPA) and MoLSA, Directorate of LAR&R on projects contents and establish that the ESMFs meets the requirements of Afghan Laws
Any other tasks as per requirements and delegation of line managers

 

Job Requirements:

Bachelor degree in social development studies, sociology, social work, anthropology and  other related discipline
4 years of relevant experience in Environment and Social Safeguards, Environmental Management, and in Policy Implementation
Familiar with World Bank safeguard policies, Environmental and Social Framework (ESF) – Environmental and Social Standards
Familiarity with national policies, regulations, and laws of social safeguards Experience in community outreach activities, including consultation, community engagement, participation, community empowerment, information disclosure, stakeholder mapping and analysis, and GRM  
Experience in social inclusion and Gender issue, volunteer activities are preferred
