About DAI/RADP-E:

The Regional Agricultural Development Program – East (RADP-East) is a five year USAID-funded program to expand sustainable agriculture-led economic growth in the eight target provinces of Ghazni, Kapisa, Laghman, Logar, Nangahar, Parwan, Wardak, and Kabul. Program activities will support the apricot, tomato, poultry, and dairy value chains through the provision of training, technical assistance, and small grants targeting small and medium enterprises (MSMEs), agricultural producers, input suppliers and agro-processors. 

Milk collectors in the dairy value chain are considered to be important value chain actors. Milk collectors function as a bridge between dairy producers and dairy processors – the first stage in the milk supply chain. A major problem in the Afghan dairy industry is the inadequate supply of inferior quality raw milk. Ensuring food safety and hygiene at the stage of milk collection is critically important. The quality and processed dairy products standards is impaired If principles of food safety and hygiene are not followed and/or performed poorly during the milk collection stage. In order to build the capacity on proper and hygienic operation of milk collectors, RADP-East is planning to implement food safety and hygiene training program for 65 milk collectors in eight target provinces. Capacity building of milk collectors will also ensure the transfer of knowledge to farmers, since milk collectors have contact with dairy farmers on daily basis. To conduct this training, RADP-East requires qualified trainer for the implementation of this training.

 

Expand the knowledge of milk collector regarding the importance of food safety and personal hygiene processes and procedures that will mitigate spoilage and contamination of milk as well as will help in reducing its losses.
Improve the milk collection and supply chain practices to ensure the quality of the final dairy product is according to customers’ / consumers’ requirements and satisfaction.
Improve fresh milk handling, storage, and supply process of the existing milk collectors alongside establishing a proper record keeping system.

In general, ensure that milk supply meet food safety standards and do not harm people’s health.

Job Description:

The main intent of this training is to ensure that raw milk is collected and supplied in a safe and hygienic manner and the process of collection and transfer meet the standards of food safety and hygiene. The training will target milk collectors within RADP-East dairy value chain and enable them to supply quality raw milk as per market demand. More specific objectives of the training are given below:

 

Expand the knowledge of milk collector regarding the importance of food safety and personal hygiene processes and procedures that will mitigate spoilage and contamination of milk as well as will help in reducing its losses.
Improve the milk collection and supply chain practices to ensure the quality of the final dairy product is according to customers’ / consumers’ requirements and satisfaction.
Improve fresh milk handling, storage, and supply process of the existing milk collectors alongside establishing a proper record keeping system.
In general, ensure that milk supply meet food safety standards and do not harm people’s health.

 

Job Description:

RADP-East will implement the proposed training program in 30 working days, while RADP-East in coordination of PAILs will identify some potential milk collector according to the allocation and criteria developed for this activity. The trainer / specialist needs to develop training materials, conduct a one-day training including the distribution of some basic tools to the selected milk collector in all RADP-East targeted provinces. The activity will be implemented in two phases:

Phase I: Development of Training Material

In this phases, training materials to address the improper methods used by milk collectors during milk collection and supply will be developed. The training material will also include one pager Standard Operating Procedures (SOP) for proper milk collection. RADP-East program will review and approve the training materials developed by the trainers. 6 working days

Phase II: Delivery of Training and Distribution of Equipment/tools and Final Report

This will be a one-day training delivered in PAIL offices and each training session will involve a group of 8-12 trainees. RADP-East Value Chain Specialists in each regional office will discuss with PAIL to allocate their training halls for the training in each province.

In each location, there will be one-day classroom training. In the morning session, the training will focus on simple food safety and personal hygiene measures while in the afternoon, through videos and pictures, information on effective and standard milk collection technique of fresh milk and basic equipment needed for the proper supply. In addition, a sensory test of raw and fresh milk will also be conducted and milk collectors will be trained on the use and importance of pH mater and lactometers.  21 Working days

The STTA needs to prepare a comprehensive final report with recommendations to further support these milk collectors in the future. 3 Working days

In order complete both the above mentioned phases, the following activities will be conducted by the trainer / specialist:

Training materials development: including ppt. slides, one pager SoP in English, Dari and Pashto, videos, pictures appropriate for local milk collector with low literacy rate.
Invitation of trainees and coordination with PAIL departments prior and during the training activity in each province.
Training implementation and related documentation for RADP-East as required, include data collection on key indicators through RADP-East M&E forms.
Provide RADP-East with highlights from targeted provinces as road to improvement or success of the activity.
Submit a final report including finding and recommendation for the improvement of dairy processing / collection activities in RADP-East targeted provinces.

Job Requirements:

Bachelor Degree in Food Science and Technology, Animal Science or Veterinary or other relevant fields with 2 years of experience working in livestock and dairy processing.
Knowledge and experience in delivering technical trainings related to dairy production, food safety and hygiene and relevant fields.
Knowledge and experience of dairy production, collection, and processing to prepare training material and deliver the training.
Willing to travel to targeted provinces.
A very good knowledge and speaking ability in Dari and Pashto languages.

Good knowledge of English language.
