Job Description:


He/ She is primarily responsible for providing technical support to ensure that all the health projects are implemented in compliance to RMNCAH and gender strategies of the MoPH of Afghanistan as well as the relevant guidelines of CARE International 

Support project manager in designs of the health projects through her/his contribution to the technical design, project log frame and M& plan

Develop M&E tools, guidelines for the health projects
Ensure the program and project MEL requirements are timely addressed;
Collect and report results at the health projects level
Conduct regular monitoring of the health projects and generate reports.
Regular technical visit from filed at least 50%

                                                     KEY RELATIONS

Reports to: Project manager
Collaborates with:  Health Equity and Right program and other health projects
Actively contributes to Gender Sensitive Health and Protection Assistance for Crisis Affected Populations in the Paktia, Ghazni and Khost Provinces to ensure that the project interventions are implemented in effective and efficient manner and the project goal and objectives are met.

                                                          KEY RESULT EXPECTED

·Collaborates with Gender Sensitive Health and Protection Assistance for Crisis Affected Populations in the Paktia, Ghazni and Khost Provinces Project Team and Program Quality Unit. S/he will have close contact with MEL Supervisor in PQ Unit
He/ She is responsible to extend coordination with partners, communities, NGOs and government relevant sectors at national and provincial level. 
Technical support to all health projects, especially SRH, gender, Maternal and Child Health Projects:
Develop and revise the projects technical tools such as guidelines, procedures, protocols, and etc. to ensure that the projects interventions follow the RMNCAH Strategy of the MoPH Build capacity of the GAC Project Team on the technical tools to enable them to effectively implement the projects
Assists Project Manager in new project design:
Contribute to development of the projects’ proposals

Assists in development of the projects’ technical design and approaches
Develop projects’ logical framework
Develop M&E plan of the project

Support and conduct training to project staff at field level

Conduct training needs assessment and to identify the training gaps

Develop capacity development plan based on the need assessment
Development of the training packages for filling the gaps in staff capacity
Deliver training on the developed package

Monitoring, Evaluation & Learning Functions
Contribute and develop MEL tools for the health projects
Conduct data entry, analysis, HMIS and reporting of health projects
Regularly monitor the implementation of maternal, new-born and child health projects and activities including improvement in quality of services & attainment of planned results.
Documentation & sharing of best practices, program innovations, etc.
Coordinate with relevant departments (HIS, HMIS, M&E and surveillance unit) of MoPH for regular updating and follow-ups of maternal and new-born indicators and progress of programs.
Identify and support the conduct of research on maternal, new-born, Gender and health related assessments, mappings, etc.
Closely work with MEL Supervisor under PQ Unit and ensure all the health projects are aligned with MEAL requirements/standards.

Work Experience

At least 5 years’ experience with progressively increasing responsibility for designing, managing and implementing health project in Afghanistan
Demonstrated experience of training and mentoring facility level technical staff on high impact RMNCH interventions
Work experience in HMIS, MEL, Data Management, MIS or other relevant fields


Graduate from a recognized medical faculty, having Master in Public Health will be a plus point

Languages Skills:

Fluency in spoken and written English and one of the national languages (Pashto or Dari) is a requirement.
