About SCSA LLC:
SME Client Support Afghanistan LLC (“SCSA”) is a consulting and service company registered with the Ministry of Industry and Commerce (MoIC) with its headquarters in Kabul and sub-branches in Mazar-e-Sharif and Herat (further sub-branches in Kandahar and Jalalabad are in planning). SCSA is fully owned by ACGF – Afghan Credit Guarantee Foundation (“ACGF”), a foundation with legal incorporation in Cologne, Germany. ACGF is a credit guarantee fund with the mission to improve access to finance for Afghanistan’s small and medium-sized enterprises (“SMEs”) by sharing the credit risk of the Afghan partner financial institutions (“PIs”) and by improving their SME lending capacity through technical assistance (“TA”). ACGF has been founded in 2014 by DEG – Deutsche Investitions- und Entwicklungsgesellschaft mbH and by the German Ministry of Economic Cooperation and Development.
Governed by a service contract concluded with ACGF, SCSA provides a broad range of ancillary services in the context of ACGF’s credit guarantee and technical assistance operations.
SCSA is a consulting company, not a financial institution, and it does not provide any financial services. SCSA does not have contractual relationships with the Afghan PIs; it acts as a service provider to ACGF carrying out a range of various services, e.g. conducting market research on SME finance, conducting training needs assessments, providing ongoing technical assistance to PIs (e.g. training-on-the-job and coaching of SME credit staff), providing support services for the credit guarantee appraisal and guarantee claim appraisal, carrying out monitoring support for the guarantee portfolio and the compliance of the partner financial institutions, collecting various types of information for ACGF (market-, portfolio-, risk-relevant information), etc.
Purpose of Position
SCSA with its primary presence on the ground in Afghanistan, SCSA takes the lead in terms of implementing Technical Assistance in the case of Ongoing TA activities and coordinates the implementation of Specific TA Projects withing SCSA and with ACGF PIs.
The TA Officer will provide support and coordinate the implementation of TA activities undertaken by SCSA with the TA Department of ACGF in Germany. The TA Officer may also act as point of contact for PIs and service providers working on TA activities, provides input and expertise to the process and is in constant exchange with the SCSA TA manager and ACGF TA Department. The TA Officer also closely work with SCSA Operations Department and makes suggestions and recommendations for specific TA projects to SCSA and ACGF TA Department.
Under the supervision of the TA Manager, the TA Officer will have the following core duties and responsibilities:
Coordinate all logistics for technical assistance meetings, trainings and events between ACGF, SCSA, PIs and service providers
Support the design, implementation and management of technical assistance activities for current and potential partner institutions to increase their operational and technical capacity
Contribute to proposal development efforts to increase the level of cooperation with current partners or capture new business
Be the focal point for certain TA projects
Support SCSA and ACGF in monitoring the progress of the ongoing TA projects and evaluation of the performance of the consultants
Build relationship with ACGF’s PIs and contribute to their technical assistance needs
Support the training needs assessment of SCSA and PIs’ credit staff and contribute in conducting training as on-going TA activities
Any other task assigned by the supervisor.
The optimal candidate for the TA Officer must have the following qualifications:
Bachelor’s degree required; Master’s degree in economics/business administration.
A minimum of three (3) years of job experience in banking, with a focus on SME finance.
Excellent knowledge of the Afghan private sector
Project management skills and ability to manage multiple tasks simultaneously with attention to details, also under time pressure.
Fluent, both spoken and written, in English, Dari, and Pashto Languages.
Excellent communication skills.
Good analytical and problem-solving skills; ability to follow a structured approach in fulfilment of tasks.
Proficiency in Microsoft Office applications and other computer applications.
Experience with and commitment to working in a diverse workforce.
