Monitoring, Evaluation and Communication Project (MEC) is commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) since 2013 and the German Federal Foreign Office (AA) since 2017. MEC’s role is to manage the public relations, communication, monitoring and evaluation of the German Development Cooperation’s portfolio in Afghanistan, with the two below module objectives:

Objective 1: The public and political multipliers in Afghanistan, and decision-makers in Afghanistan and Germany are informed on the German Cooperation with Afghanistan (GC) in an evidence-based and gender-sensitive manner.

Objective 2: The Afghan Ministry of Economy is able to operate an effective reporting system based on M&E in order to understand the progress of national development projects.

 

Job Description:

Responsibilities:

  • Gets familiar with the German Cooperation and its priority areas in Afghanistan.
  • Can perform all stages of video production
  • All context footage must be produced in the highest quality to adequately represent GC. The optimal standard is 1080 25p/1080 29.97p or 30p. All material should be shot in 16:9, HD 1080 or above.
  • The contractor must own required accessories to perform the assignment.
  • Collect written declaration of consents from people identifiable in the context footage – using GIZ standard template.
  • Provide the final products in format for use in TVs, Web, and social media.
  • All context footage are the sole property of the MEC project and cannot be shared with any other party; unless requested by MEC.
  • Be innovative. Visit German Cooperation website and review project and recommend production of videos accordingly.
  • Take guidance before and during each mission from relevant PR Officer
  • Archive the footage in an external hard drive along with a professional log.
  • Coordinate with relevant PR Officer and event’s host(s) including Afghan partners to access the venue and sites
  • Can perform assignments during holidays.
  • Takes part in feedback meeting with relevant PR Officer prior and after each event, when requested.

Job Requirements:

Education / Professional Experience/Other Skills:

  • 5 – 10 years of professional experience in videography. Video editing and production will be an asset.
  • Proven experience in writing concept notes for footage and production (preferred)
  • At least bachelor in arts or any other relevant field; degree in videography will be an asset
  • Experience in conducting work in a culturally sensitive and ethical manner.
  • Knowledge of ethical standards on GC priority areas will be an asset
  • Previous work experience with GIZ is desirable
  • Proven ability to communicate (verbal and written) in English, Dari and Pashto
