About National Water Affairs Regulation Authority :

In accordance with the Decree 36 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1398, the National Water Affairs Regulation Authority (NWARA) has been established from one existing ministry: Ministry of Energy and Water.

The Government of Afghanistan has identified the rehabilitation and expansion of the country’s physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the water sector occupies special prominence in the Government’s development plans. Several major Water sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the National Water Affairs Regulation Authority (NWARA).

Given the technical complexity of the Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the NWARA assists its administration that will be based in Kabul and will reinforce NWARA in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for water sector development.

Job Description:

Job Duties and responsibilities:

  • Track and document Water Demand Management (WDM) policies, strategies, regulations, guidelines, and codes
  • Perform demand forecasts and supply requirement calculations in coordination with the Technical and Operational Directorate to support NWARA plans in meeting future demands for the different categories of customers.
  • Determine customer categories to be targeted in the Water Use Efficiency (WUE) and Demand Management Programs.
  • Design and evaluate performance indicators relevant to WDM and conduct cost effective analysis.
  • On an annual basis, develop plans and relevant budgeting for WUE programs to be implemented in coordination with relevant stakeholders.
  • Supervise the development of water conservation education programs for water users in different industries.
  • Facilitate the linkage between NWARA and the demand side water users.
  • Provide technical support on water resource or treatment issues to government agencies.
  • Conduct water quality studies to identify and characterize water pollutant sources.
  • Gather and analyze water use data to forecast water demand.
  • Write technical reports or publications related to water resources development or water use efficiency.
  • Design water run-off collection networks, water supply channels, or water supply system networks.
  • Conduct feasibility studies for the construction of facilities, such as water supply systems, run-off collection networks, water and wastewater treatment plants, or wastewater collection systems.
  • Evaluation of the types of industries and mines likely to develop, their locations, related water needs and means to access that need including water supply and waste treatment utility that serves industries in an industrial park or in mines vicinities;
  • Provision of service to the industries to know where to find information and services for water resources, water rights, water supply equipment, wastewater treatment equipment and personnel to operate and manage the resource including conduction of feasibility studies for services considering available in-country and overseas information, equipment and expertise;
  • Creation of relevant regulatory body including drafting of bylaws, regulations, guidelines, standards, rules, objectives and other related legal documents;
  • Capacity building and development of skills in both the public and private sectors including preparation of National Capacity Building Policy and Program to develop technical, managerial and financial skills;
  • Prepare project idea, concept note and detailed proposals on the relevant subjects,
  • Any other duties requested by the head of relevant department.

Job Requirements:

  • The candidate must have achieved bachelor degree in Water Management / Irrigation / Water supply, Civil Engineering, while preference will be given to the candidates with M.Sc./M.Tech./ME degree in relevant field.
  • The candidate must have 4 years of relevant experience with Bachelor or 3 years with master degree in planning, implementation and monitoring of irrigation and water supply schemes. Preference will be given to candidates with additional years of experience in the relevant field.
  • Enough experience and competency in computer packages (GIS, Auto CAD, Premier, Ms. Office and other engineering and designing packages).
  • The candidate should demonstrate high leadership, management, problem solving, analyzing, research, program developing, team building, conflict resolution, communication skills and experiences.
  • Able to work on projects both individually and as part of a wider team.
  • Fluent in written and spoken English, Dari and Pashto languages
