Mercy Corps has been working in Afghanistan continuously since 1986 with a large portfolio of programs addressing the promotion of sustainable licit livelihoods, agriculture development, youth vocational training, Renewable Energy and natural resource management; it has helped more than 2.5 million Afghans through these wide-range of community–based agriculture and economic development programs. Program/Department Summary

Mercy Corps has been working in Afghanistan since the onset of the political and security crises in 1986 and through subsequent humanitarian crises. Mercy Corps remains committed to addressing critical needs of Afghan communities and connecting them with appropriate resources. Over the years, Mercy Corps has increased its capacity and expertise to successfully implement emergency programs and reach the most vulnerable populations while leveraging its past experience.

Mercy Corps has implemented several key programs in the South and North of the country in key sectors such as agriculture and food security, skills development, renewable energy, natural resources management, community infrastructure and job creation. More recently, Mercy Corps completed a WASH program focused at some of the major IDP/returnee settlements in and around Herat city in Western Afghanistan. Mercy Corps is currently preparing to implement a new WASH/livelihoods program “Supporting Transformation for Afghanistan’s Recovery (STAR)” in four conflict-affected districts in the Herat province. This 24-mohth program is expected to directly benefit some 24,000 women, men and children living in approximately 16 rural villages who come from a multi-ethnic background. These districts were among the worst affected due to the prolonged conflict. While they were still struggling to recover from the effects of the unrest, they were hit by yet another drought recently. Over the years, their main livelihood sources have diminished as a result of low agricultural production and depletion of the livestock population.

Job Description:

General Position Summary 

The Water Quality Officer leads water quality monitoring and data management, including: sample collection, chemical and bacteriological analysis in the field and in laboratory; investigation, inspection and evaluation of on-site water supply systems; data maintenance, analysis and reporting; water quality, and water resource studies. Ensure the quality of the water for Mercy Corps program targeted water sources and the water provided for the beneficiaries. Provides accurate, complete and up-to-date data and information to support quality implementation of water and sanitation interventions and inputs. 

Essential Job Responsibilities

  • Collect water samples from selected water sources and from points of its usage i.e. open wells, water taps, boreholes, households, schools, health facilities etc.
  • Carry out physical, chemical and bacteriological analysis of drinking water for Mercy Corps targeted areas and water sources using DelAgua water testing kits. Coordinate and manage lab testing where required.
  • Visit sites of concern and carry out sanitary inspections at water sources and record data. Investigate reasons of contamination related to water quality and suggest required solutions and changes to these problems
  • Lead and work closely with the engineering team to perform disinfection of the selected sources. Make proper arrangements for preparing and storage of chlorine stock solutions.
  • Record, maintain a database, and report water quality data needed during periodical progress reporting or as needed by the program team.
  • Liaise with regulatory authorities i.e. Department of Public Health, Rural Rehabilitation Department of Herat and WASH Cluster on water quality related issues and updates
  • Provide advice on avoiding contamination problems, for example, to residents regarding grey/black water discharging effluent.
  • Conduct water quality tests for other organizations or government departments, as directed by the supervisor.
  • Conduct assessments related to water quality and set up field surveys.
  • Represent the organization as required at inter agency and government co-ordination meetings and liaise with organizations working in operational areas where appropriate.
  • Lead water quality trainings for MC-program, Government staff and local community members to increase their capacity for self-help and development.
  • Ensure SPHERE standards both qualitative and quantitative are considered for analysis of water quality tests.
  • Liaise with other parts of the team to ensure consistency of messages and communications.
  • Ensure transparent and on time implementation of water quality activities.
  • Responsible for documentation of all water quality activities including weekly and monthly reports etc.
  • Ensure consolidated monthly statistics are maintained for all community water quality activities.
  • Carry out any other task as requested by the supervisor.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Hard Skills

  • University Bachelor’s degree in Sciences, Public Health/ Civil/Water and Sanitation Engineering
  • At least 3 years of working experience in WASH sector as a drinking water quality Monitor in a humanitarian or development context.
  • Sufficient experience operating DelAgua Water Testing Kits or similar in the field. Command and familiarity with different water testing kits is considered an asset
  • Familiarity with Sphere, World Health Organization (WHO) and Afghanistan drinking water quality standards 
  • Experience working with or for NGOs, particularly international humanitarian organizations in refugee / IDP contexts 
  • Proficiency in spoken and written Dari is essential; a good level of spoken and written English is highly desirable.
  • Good interpersonal skills and proven ability to work in a complex multicultural environment as a flexible and respectful team member. 
  • Understanding of gender, protection and human rights. 
  • Strong networking, interpersonal and presentation skills.  
  • Excellent communication and computer skills

Success Summary

The position is based in Herat and it requires travel to Kabul and possibly other provinces within Afghanistan.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
