About Ministry of Finance: Founded: The objective of the Project is to strengthen institutional capacity for financial stability and to enhance access to finance for micro, small, and medium enterprises.The project has 7 components: i) Component 1: Strengthening Credit Guarantee Fund; ii) Component 2: Small and Medium Enterprises Matching Grants Program; iii) Component 3: Strengthening Deposit Insurance; iv) Component 4: Enhancing DAB’s Information Technology Infrastructure; v) Component 5: Strengthening DAB’s Regulatory and Supervisory Capacity; vi) Component 6: Project Management (for Components 3-6); and vii) Component 7. Contingent Emergency Response Component (i.e. for provision of immediate response to an Eligible Crisis or Emergency, as needed). The Ministry of Finance is the implementing agency for Components 1 and 2 with the Afghan Credit Guarantee Foundation (ACGF) as the implementing partner for these two components. Da Afghanistan Bank (DAB) is the implementing agency for Components 3, 4, 5 and 6. The project is governed with the following agreements: i) Financing Agreement between the World Bank and MOF; ii) Project Agreement between World Bank and DAB; and iii) Subsidiary Agreement between MOF and DAB. Implementation of Components 1 and 2 is governed by an Implementing Partner Agreement (IPA) between MOF and ACGF. Implementation of Components 3-6 will be governed with the Project Agreement and Subsidiary Agreement. Responsibility for implementation of Component 7 will be determined in case of a relevant crisis event that affects financial sector.
The SAFI Project Financial Management Specialist position for Project Components 1 and 2 will have the overall responsibility to ensure that financial management arrangements of the World Bank financed projects are maintained in accordance with legal agreements and relevant World Bankand government guidelines and procedures and will be closely working with the Project Coordinator under the direct supervision of the Aid Management Director.
Duties & Responsibilities:
Keep management abreast the latest developments and issues in financial management;
Participate in relevant project meetings and progress reviews, and advise projects management on all financial matters, as and when required;
Support the project teams in preparation of annual Work Plans and prepare annual Cash Plans and cash forecasts based on Work Plans;
Interface with ACGF on all relevant financial management issues ensuring full compliance with relevant project agreements, including the Project Appraisal Document, Financing Agreement, Implementing Partner Agreement, and SAFI Finance Manual;
Interface with DAB regarding implementation of the financial management requirements under the Subsidiary Agreement, on as needed basis and at the request of the Project Coordinator and the Aid Management Directorate;
Ensure that the established Special Accounts for the project are administered in accordance with WB and MoF requirements;
Track funds and follow up with DAB, ACGF and the World Bank to ensure availability of funds;
Liaise effectively as needed with MoF Budget andTreasury departments, as well as with WB and ACGFfor smooth processing of SAFI projects payments,
Ensure budget availability before processing any transaction;
Prepare periodic financial reports for SAFI project and submit to the management and the World Bank for review and approval;
Ensure that annual financial statements and other monthly and quarterly reports as specified under the Financing manual;
Cooperating with World Bank, Government and other partners to improve projects financial management;
Attend entry and exit meetings with external auditors;
·Education: At least a Bachelor degree in finance, commerce or accounting from a reputable university and a professional accounting qualification (CA/ACCA/CPA).
·Work Experience: At least seven years of relevant financial management experience of which at least two years as Financial Management Specialist with World Bank or other donor funded project.
Strong communication, writing and speaking skills in Pashto, Dari and English;
Familiarity with the Afghanistan Financial Management Information System (AMFIS) is preferred.
