Job Summary:

He/ She is required to follow this job description and complete his works in the respect of the WAW rules and regulations.

Duties & Responsibilities:


• Reporting regularly to the Head of Program, Country Director, and the Executive Director on the progress of the work.

• Ability to travel locally and nationally to field offices to conduct need assessment, identify and engage with potential beneficiaries and stakeholders, and provide technical assistance and supervision to staff 

• Ensure the accuracy and relevance of data collection techniques used by teams, and aggregate the data in designing relevant programs, creating concept notes, drafting proposals, and finalize reports.

• Conduct regular coordination with other humanitarian organizations, including UN agencies, donors, government departments, and other relevant bodies involved in emergency response.

• Create and supervise small-scale rapid respond units which can provide timely response to humanitarian needs and can be easily replicated in other locations/sectors. Work with the head of program/CD to ensure quality proposal narrative, budget and other required documentation is produced

• Ensure accurate and timely monitoring and tracking of WAW emergency response interventions management and ensure the full transparency and integrity of the humanitarian operation.

• Overseeing the staff activities, leading the teams, tracking progress, and maintaining the policy compliance (implementation tracking documentation, beneficiary receipt signatures, etc..) and through the promotion of beneficiary and local authority involvement;

• Involvement in recruiting qualified staff for the project who possess the required knowledge, skills and abilities to perform the project activities, 

• Lead the humanitarian team in conducting the rapid assessment and developing distribution plan and make sure the plan has been executed with timely and coordinated manner. 

• Ensure that the team has the required skillsets for conducting rapid assessment, humanitarian intervention, identifying beneficiaries, and reporting the progress.

• With consultation of management set clear criteria for the selection of beneficiaries. 

• Produce detailed assessment reports and share with Kabul main office and other stakeholders in the regional level.

• Participate with the field team in conducting the rapid assessment and distribution.

• Maintain close relation with UNOCHA/UNHCR, Dorr and other humanitarian actors.

• Produce monthly and ad-hoc reports to the clusters and governmental departments

• Participate in all relevant coordination meetings on provincial and central levels.

• Ensure the project objectives and indicators are achieved.

• Assist the M&E team in conducting the post Distribution Monitoring (PDM) of each intervention.

• Preparing weekly, and monthly plans and reports.

• Developing a detailed beneficiary database, including secondary data and other documents about them.

• Any other duty assigned by the supervisor with the field team in conducting the rapid assessment and distribution.

• Participate in all relevant coordination meetings on provincial and central levels.

Job Requirement:


• Bachelor’s degree or equivalent.

• 5 years’ experience with project design, management, and implementation of humanitarian projects.

• Experience in community participation and consultative-type projects. 

• 2 years of experience in emergency project implementation.

• Excellent communication skills: clear and concise writing and verbally communication in English, Pashto and Dari languages.

• Attentive to details and self-motivated

• Ability to respond to emails, calls, and online meetings on a timely manner

• Ability to design project and lead team members

• Understanding of budget, procurement, and logistics

• Advanced computer skills, especially email, Excel, PowerPoint, and Microsoft Office

• Self-motivated, and able to build and maintain relationships.

• Ability to work at nights and weekend to respond to emergencies and to meet the deadlines.
