Job Summary:

Purpose of the Post:

– In the context of WHO, Expanded Program on Immunization and concurrent COVID-19 pandemic in the country are priority to extend WHO support for reducing mortality, morbidity and disability due to vaccine preventable diseases including COVID-19. the incumbent will support and contribute to early detection, investigation, and response to of vaccine preventable diseases and response, The incumbent will provide technical guidance to MOPH national and sub-national provincial public health surveillance of MOPH focusing on vaccine preventable diseases and diseases under control and elimination (of Measles, Rubella, CRS and MNT). The incumbent will provide technical support to MOPH, BPHS and EPHS NGOs in planning, implementation, monitoring, evaluation acceleration, and supplementary activities towards achieving the goals of disease control, elimination, and eradication. The incumbent will also provide technical and operation support to public health laboratories dealing with the diagnosis of vaccine preventable diseases and COVID-19.

Objectives of the Programme and the immediate Strategic Objective (Overview of the programme):

– The mission of WHO’s Expanded Immunization Programs is to provide technical and financial support for reduction burden of the vaccine preventable diseases, reducing child and maternal mortality and assist to render WHO support in disease control and elimination.

Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):

– Under the direct supervision of the VPI Program Manager overall guidance of the WHO Representative.

Duties & Responsibilities:

The incumbent will perform the following duties:

The National Consultant for COVID-19 Vaccination has the responsibility to support the Senior National Consultant for COVID-19 Vaccination in successful planning, implementation, and supervision of the COVID19 vaccine rollout in Afghanistan. This position reports to the COVID-19 Vaccine Rollout Country Coordinator.

Working closely with the relevant national/provincial health authorities, the incumbent:

Coordinates WHO activities with the COVID-19 Vaccine Deployment and Rollout country coordinator, achieving results such as:

A.   Key responsibilities of this role are included, but not limited, to the following:

1.   To support the need assessment for the COVID19 vaccines on national and provincial levels in light of data on caseload, population, and past absorption performance.

2.   To plan, design, and conduct small-scale post vaccination evaluation in the country.

3.   To facilitate the revision of the National Vaccine Deployment Plan (NVDP) by updating its various sections and embedding the new implantation strategies.

4.   To conduct desk review in order to analyze, document, and report COVID-19 cases, and vaccination coverage.

5.   To foster and improve the COVID-19 data management system and to safeguard data and information while working remotely.

6.   To conduct field visits in Kabul and other provinces to understand field-level issues in the vaccine rollout in Afghanistan and provide recommendations to NEPI on how to improve processes, especially data collection and supervision processes.

7.   To work with the cold chain and distribute vaccines to provinces based on specified quota estimated in light of factors such as population, need, past performance, and cold chain capacity.

8.   To keep track of the incoming, distributed, and administered vaccines; and to replenish the stocks on a timely basis.

9.   To regularly work with the field-level teams to ensure high quality data is collected, analyzed, and presented in the right formats.

10.   Analyze data, prepare presentations and reports, and foster decisions based on reliable data from the field.

11.   Any other task as assigned by his/her supervisor.

B.   Key deliverables of this role are included, but not limited, to the following:

Deliverable 1: Compile the need assessment of the national and sub-national level data and report to NEPI the number of vaccines to be distributed to each province.

Deliverable 2: Plan, design, and implement small-scale post vaccination evaluation and report to senior management the results, including ways through which to improve future vaccination programs. 

Deliverable 3: Update the National Vaccine Deployment Plan (NVDP)

Deliverable 4: Develop a distribution mechanism to effectively track the received, distributed, and administered doses of vaccine nationally and for each province.

Deliverable 5: Continually work on performance improvement of provinces to foster the absorption capacity especially in provinces with issues related to the vaccine uptake.

Deliverable 6: Improve the data collection, management, and analysis processes after conducting a thorough analysis of the existing system.

Deliverable 7: Conducting weekly, monthly, quarterly, and annual analysis of the COVID-19 vaccination data and reporting the analysis in the right format to senior management to improve the performance.

Functional Skills and Knowledge:

1.   Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response;

2.   Managerial skills for the development, implementation, monitoring, analysis and report writing of public health programs for infectious diseases

3.   Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs.

Educations:

Essential: Completion of secondary education; training in business administration/commerce and or technical courses in a field related to the work performed.

Desirable: Bachelor degree in business administration, commerce, accounting, social sciences or other related field is an asset.

Experience:

Essential: 

At least 2 year of experience required in health sector coordination with emphasis on emergency response relief and/or the management of epidemic-prone diseases.

Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.

* Desirable:

Working experience with WHO/ UN or international nongovernmental organization with expertise in surveillance and response

Languages: Very good knowledge of English and the local language.

IT Skills:

– Good knowledge of Microsoft applications.

– Knowledge of ERP/Oracle applications is an asset

Criteria

   Screening of the candidates;

   Long List – The candidates shall be longlisted base on the minimum qualifications and relevant experience to the Vacancy Notice (VN).

   Short List – Further shortlist shall be done base on years of relevant experience, higher education and required skills.
