About Food and Agriculture Organization of the United Nations: Founded:   Organizational Setting:The FAO in Afghanistan assists the Government in developing policies, programs, and projects to address the root causes of hunger and malnutrition; to help the Government develop the agricultural, fisheries, and forestry sectors, and use the environmental and natural resources suitably. In addition, it participates in the development of FAO’s field projects in the country and implements it, including the reconstruction and rehabilitation of the damaged relevant sectors.  FAO assistance in Afghanistan achieves its objectives through capacity development and direct project implementation in four specific areas of FAO’s technical expertise:  Better governance through the improved capacity for policy planning, land reform, decentralization, and management of common natural resources; Fostering expansion of irrigation and field water management;Intensive agriculture for surplus commercialization, value chains development, and job creation; Supporting vulnerable farmers for improved food & nutrition security, resilience, and emergency response to natural and man-made disasters and climate change.  The post is located in Badghis – Afghanistan, and will have some travel missions inside the country as required and subject to security permitting.  Project Background: The Community-based Sustainable Land Forest Management in Afghanistan project is the six-year intervention of the Food and Agriculture Organization of the United Nations (FAO) funded through the Global Environment Facility (GEF). This project aims to improve the sustainability of agriculture, forest, and land-use management through rehabilitating degraded forests and rangelands, enhancing and maintaining the livelihoods of Afghan rural communities in Bamiyan, Badghis, Ghazni, Kunar, and Paktia provinces in Afghanistan by employing the community-based natural resource management (CBNRM) approach. National stakeholders, including the MAIL, NEPA, MRRD, IDGK, universities, and district governors, are supporting the implementation of the project. The project has four major components: (i) capacity-building at the national, sub-national, and district levels for sustainable land and forest management; (ii) biodiversity conservation and carbon sequestration in forest landscapes; (iii) community-based rangeland management; and (iv) knowledge management, monitoring, and evaluation.  The FAO wishes to hire a qualified national rangeland technician to support the work of the FAO-GEF-funded Community-Based Sustainable Land and Forest Management in Afghanistan project. The post is located in Badghis. He/ she will support community-based natural resource management planning and alternative livelihoods, support participatory M&E systems in forest rangeland management associations, and serve in the field. He/she will provide technical inputs specifically in the rehabilitation of rangeland and forest areas and document best practices and lessons learned. He/she will provide technical inputs for Outcome 2 and Outcome 3.

Job Summary:

Reporting Lines

The National Forestry & Rangeland Technician will be under the overall supervision of the FAO Representative/Budget Holder in Afghanistan and under the general guidance/supervision of the Project Senior Technical Advisor (STA). The position directly reports to the National Project Manager. In addition, the incumbent will closely collaborate with the other Project Task Force (PTF) members, International rangeland management specialist, forest inventory specialist, FAO staff, and related technical departments in MAIL/GD-NRM at the provincial level.


Technical Focus

support the work of the GCP/AFG/084/ GFF funded “Community-Based Sustainable Land and Forest Management in Afghanistan” project. The post is located in Badghis province. The project activities are implemented successfully, timely, and effectively and conform to the project’s objectives. The position holder will ensure strong coordination and partnership with government institutions and stakeholders as well as the beneficiaries. 

Duties & Responsibilities:

  • Work with the national, provincial coordinator to implement the day-to-day activity in the provinces
  • Support the provincial coordinator and forest and rangeland specialist in improving the management of 5000 ha of degraded forest and 50000 ha of rangeland, a task, including i) the application of rotational grazing systems; ii) the establishment of seed banks; iii) the establishment of fodder banks; iv) the rehabilitation of rangelands; v) the implementation of soil and water conservation measures, afforestation, and reforestation and vi) the improvement of forest management practices by mobilizing communities.
  • Support and provide input to the implementation of a reporting system and help identify relevant stakeholders to form a ‘pasture network’ to disseminate information on, inter alia, i) livestock owners; ii) veterinary services; iii) livestock health; iv) disease-prevention experts and services providers; v) available markets, and vi) products.
  • Participate in capacity-building and training-of-trainers training sessions to transfer acquired technical knowledge to target community members and members of forest and rangeland management associations.
  • Inform and provide technical support to communities so that they can regulate the management of rangeland areas in a manner that provides sustainable socio-economic benefits through conservation techniques;
  • Identify areas in which to establish fodder and seed banks through community participation in the target areas;
  • Facilitate community-based SLM/SFM planning and community-based, participatory M&E to conserve rangeland and biodiversity and avoid soil erosion
  • Help rangeland management associations establish grazing schedules/plans in target areas using rotational grazing system techniques and soil and water conservation measures to reduce pressure on rangelands;
  • Organize capacity-building activities at the provincial, district, and community levels.
  • Conduct regular consultation meetings with the community elders and members of forest and rangeland management associations in targeted rangeland and forest areas.
  • Disseminate the findings through a presentation and a paper in a peer-reviewed journal
  • Working with the local and target communities on raising their awareness about SLM/SFM
  • Perform other duties when required

Job Requirement:

Minimum Requirements   

  • University degree in Rangeland Management, Forestry, Natural Resource Management, Agriculture, or closely related fields
  • Minimum five (5) years of relevant experience in humanitarian and agricultural/rural development sectors, including work experience in community-based natural resource management
  • Having experience working with international organizations, including INGOs, bilateral or multilateral agencies, and UN agencies is desirable.
  • Working knowledge of English and official languages of the country, Dari and Pashto
  • National of Afghanistan
