About Ministry of Agriculture Irrigation and livestock (MAIL): Founded:   The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development to communities.The Government of the Islamic Republic of Afghanistan is launching the Emergency Agriculture & Food Supply Project (EATS) in response to the COVID-19 crisis. The Project objective is to support critical food supply chains and create short-term economic opportunities. The Project includes three components: (A) Productive agricultural water systems; (B) Critical food supply chain management; and (C) Project management. The Project will be implemented by the Ministry of Agriculture, Irrigation and Livestock (MAIL) and financed by grants from the International Development Association (World Bank) and the Afghanistan Reconstruction Trust Fund (ARTF). The Project design is based on the experience and knowledge acquired from several on-going or recently closed projects, including: On-Farm Water Management Project (OFWMP), National Horticulture and Livestock Project (NHLP), Afghanistan Agricultural Improvement Project (AAIP), all three projects implemented by MAIL and Irrigation Rehabilitation and Development Project (IRDP) implemented by MEW. The Project will use a community driven development approach through the Community Development Councils (CDC) building on the experience of the Citizens Charter Afghanistan Project implemented by MRRD, among others. A Project Management Unit (PMU) staffed with National Technical Assistance (NTA) is financed by the Project to support the national, provincial and district offices of MAIL for its implementation. The PMU is led by a Project Director based in Kabul. 

Job Summary:

Provincial Grant Officer will operate under Component B which supports increased production capacity in irrigated and rain-fed areas that are primarily engaged in grain production and is comprised of two subcomponents: (i) Rehabilitation and improvement of irrigation schemes to improve irrigated agriculture productivity; and (ii) Watershed management and rain fed agriculture support for dryland farming through the development of productive assets and use of climate smart and will report to Regional Manager and Senior Grant Officer.

The provincial grant officer will report to Regional Manager and Sr. grant Specialist and his performance will be evaluated by regional manager with close coordination of Sr. grant Specialist

Duties & Responsibilities:

The Provincial Grant Officer has the following role and responsibilities:

•        The Provincial Accountant will primarily be responsible for handling Grants funds and will report to the Senior Grant Officer at HQ.

•        Provincial Grant Officer is responsible to update CDCs the cash book and bank book in daily bases, prepare a summary of accounts, Cash Count, monthly Bank Reconciliation Statement reports and submit to senior grant officer at HQ for expenses booking and advance replenishment.

•        The key responsibility of the proposed position is to ensure timely collection, review and filing of the supporting documents (invoices, bills, timesheets etc.) and ensure proper filling of the same.

•        Ensure all CDC disbursements, expenditures and closure forms along with supporting documents (bills, quotations etc.) are accurately checked and documented upon each withdrawal of cash from the bank account by the CDCs. Reconcile the records to ensure all the pre-request for 2nd and subsequent instalments has be meet and relevant forms have been filled (Form 3b and instalment request).

•        Prepare and submit monthly reports for withdrawals, utilization and advances by the CDCs during the month and cumulative to date.

•        Cross verify all disbursements forms and closures forms according to the content and conformity with the operational & FMM guidelines.

•        Maintain accurate records & supporting documents of funds transferred and expenditures incurred under the project’s disbursements in organized manner.

•        Cross verify and enter the bank account number mentioned in the introduced format is unique and has no duplicate with bank accounts of other CDCs and the requirement of four persons, form the CDC authorized to withdraw funds is complied with.

•        Ensure all disbursements forms are accurately filled and has no errors.

•        Report any discrepancies found in the disbursement list with HQ before CDCs withdraw their grant fund.

•        Timely inform CDCs on grant receipts to their respective bank accounts maintained in the DAB branches.

•        Print 3b cash withdrawal form from MIS database and enter cumulative expenditure in MIS database.

•        Prepare Quarterly Bank Account Reconciliation of all active CDCs and send report to the Provincial Manager and HQ on regular basis.

•        Monitor CDCs on need basis and review financial transactions to ensure all monetary transactions and supporting documents are properly recorded and maintained at the CDC level and copy maintain in provincial level.

Other tasks assigned by the Senior Grant Officer or Specialist.

Job Requirement:

·        Bachelor’s degree in Business Administration, Commerce, Finance, Management, Economics, Accounting, Economics with 4 years of work experience in related field ,


·        Advanced proficiency with Microsoft Excel and PowerPoint, Access desirable

·        Strong financial acumen with exceptional analytical skills

·        Superior communication and presentation skills; both oral and written

·        Ability to work independently, with good judgment and meet tight deadlines in a dynamic environment
